1.  SECURITY UPDATE – ROBBERY AT GUNPOINT

As you may know, our community has been targeted by burglars over the past few years, but now we are experiencing other crimes here and in the Village. Several residents who belong to one of the neighborhood WhatsApp chats have reported attempted kidnappings of children and their mothers in front of the Target store in the Village. It’s reported that perpetrators initiate a conversation, then split up and then try to force mothers/and or children into a car. In addition, a letter follows regarding a father and his two sons being held at gunpoint in front of Warner Avenue School as they were taking an evening walk.

PLEASE BE AWARE OF YOUR SURROUNDINGS WHEREVER YOU MAY BE. In the past, police have recommended pepper gel spray. Amazon has a product that sprays up to 20′ without any blowback.

ROBBERY AT GUNPOINT
A homeowner on the 500 block of Loring reported the following:

This past week between 12:10 am to around 12:16 am while on a walk with my brother and father, we were held up at gunpoint in an attempted robbery near Warner School on Warner between Loring and Woodruff.  The men were in a White Chevy Cruze and took a right from Loring onto Warner and parked in front of 669 Warner Ave.  The car pulled over and turned off their lights and then reversed and parked leaving the engine on.  Then when we were right across the street from them two men jumped out of the back seat of the car, one of the men was Hispanic wearing a gray jacket and had a black beanie on and was around 20 years old; the other I couldn’t see.  They told us to “slide over all the money and stuff you have right now” to which my dad said to my brother and I to run as he charged both of them yelling at them.  They both showed fear and backed up a little bit which led my dad to yell at them more.  Both the men ended up getting in the car and speeding away, taking a left turn on Woodruff and driving completely down the street.  My brother and I ran.  I went to 701 Holmby Ave. and hid on the porch fearing they saw me at the end of the street turning right on Holmby.  My brother ran down Loring Ave back to my house to get my mom and a car and drive back to see what had happened.  We know there was one driver and two other men and they drove down Woodruff, most likely taking a right onto Beverly Glen.

Security footage needed.  We are asking if you could please send us any of the doorbell, security camera, or Tesla sentry mode footage to us so we can try to catch these men.  Please call, text, or email if you can help.

2.  BREAKFAST WITH NEIGHBORHOOD COUNCIL PRESIDENTS

On Tuesday morning, I attended a breakfast meeting with most of the Neighborhood Council Presidents who represent neighborhoods across CD5 (our city council district). This breakfast was the first of many moving forward, and Councilwoman Yaroslavsky’s hope is to establish an ongoing dialogue where we can collaboratively address our shared priorities. While each neighborhood council has its own unique opportunities and challenges, many of these are similar or interconnected. During our meeting, we talked about public safety, transportation, and quality of life issues, and how we plan to collaborate on joint solutions.

I look forward to future meetings and hope that our neighborhood concerns, district wide, will be addressed. It was helpful to hear what other westside neighborhoods are involved in and what their needs are, which surprisingly, are very different from Holmby Westwood’s. My appreciation to Katy for putting the meeting together!

4.  FINAL L.A. CITY BUDGET

From Councilwoman Katy Yaroslavsky:

Last week, the City Council officially passed a budget for the new fiscal year, which begins July 1. If you have been following the budget process this year, you know that reduced revenue projections and increasing costs have left the City’s finances in a precarious position. As a result, we had to make several hard decisions on how to best fund key city services with limited resources. However, despite these challenges, we were able to maintain or expand funding in several critical areas:

  • Funding for the hiring of 574 additional police officers
  • $185 million for Inside Safe, the Mayor’s signature interim housing program
  • $6.5 million to preserve services and shelter for survivors of domestic violence
  • Funding to prepare a Climate Action and Adaptation Plan
  • Restoration of positions that had been slated to be eliminated in several key departments, including the Department of Transportation, Recreation and Parks, and Street Services
  • Funding for the Housing Department to enforce the Home Sharing Ordinance
  • Support for the Fire Department to improve fire station infrastructure

I appreciate those of you who reached out throughout this process to share your thoughts and priorities. This is your budget as much as it is mine, and it is important that it reflects the needs of residents across Los Angeles.

1.  VOLUNTEERS NEEDED FOR HWPOA’S JULY 4th EVENT

Volunteers needed for
HWPOA’s July 4th Parade and Picnic

Calling Moms, Dads, students and Grandparents, Aunts, and Uncles:
Do your teens need Community Service?  This is a great way to help your community while fulfilling a requirement.  We need teen and adult volunteers to give us a hand on the morning of July 4th – 1 or 2 hour shifts would be very helpful.

  • Set-up at Holmby Park (hang signs, set up art tables, etc) – beginning at 8:15 am
  • Hand out balloons at Warner Ave. School – 9:30 am
  • Face painting, help with art activities for younger kids – beginning at 10:00 am
  • Monitoring bounce houses to help keep kids safe
  • Photography of the days activities
  • Clean-up and other general assistance

It’s easy, it’s fun, and it’s a wonderful way to begin the celebration!

We also need volunteers to assist the day before, picking up cookies at Costco.  We would be so appreciative if you could help!

3.  DMV UPDATES

California Real ID – One Year until Enforcement
The DMV reminds Californians there is now just one year remaining before the U.S. Department of Homeland Security begins enforcing the REAL ID requirement. Starting May 7, 2025, a REAL ID, or other federally approved identification, will be necessary to board domestic flights and access certain federal facilities.

DMV Innovations – Skip Office Visit to the DMV

The Department of Motor Vehicles is making it so easy for Californians to take care of business as part of its customer-focused digital transformation that the DMV will no longer process simple transactions in offices that can easily be completed online or through other convenient options.

Starting June 3, the DMV will only process the following transactions through alternative, out-of-office options:

  • Simple vehicle registration renewals that are not past the due date.
  • Driver’s license renewals that do not require an in-person visit.
  • Requests for copies of vehicle registration records, which show a vehicle’s ownership history.
  • Requests for copies of driver’s license records, which show a driver’s history.
  • Replacing a lost or stolen driver’s license/identification card.

There are some transactions that require an in-office visit, like finalizing a REAL ID application. The DMV encourages customers to start their application online to limit the amount of time it takes to complete the process in an office.

3.  WHATSAPP GROUP FOR YOUR BLOCK

Security Suggestion:

Our community has been a target for burglars over the past three years. Being burglarized leaves people feeling violated and the  emotional scars that follow last a long time thereafter. Our Senior Lead Officer, James Allen, confirms that the most effective deterrent is “eyes on the street”. Therefore, HWPOA is suggesting that our residents create a What’sApp chat group just for security on both sides of their block in order for neighbors to watch out for one another. If neighbors see something that doesn’t look right, they should alert everyone else on their What’sApp. It’s simple to set up, and only one person is designated to add people to the app.

Go to the app store on your cell phone, download the What’sApp app, and follow the directions to set it up. Ask your neighbors for their contact information and approval to use their information. Below is a letter I’m using for this purpose in case your neighbors are not at home.

I’m setting up the What’sApp for two blocks only because one block doesn’t have many houses. Make sure you tell your neighbors the app is ONLY FOR SECURITY.

4.  UCLA BOTANICAL GARDEN UPDATES

Clarkia Festival – Canceled

Dear Garden Friends,

I am sad to start my monthly commentary with unfortunate news. The inaugural UCLA Mathias Botanical Garden Clarkia Festival, set to take place on May 18, 2024, is canceled due to the campus situation. The Garden is safe to visit but now is not the right time to host a large public event.

If you were planning to attend the Clarkia Festival, we encourage you to visit the Gathering at Kuruvungna, the Clark Library’s Bookish Biomes event, and the Natural History Museum’s Bug Fair, all being held on Saturday, May 18.

On a happier note, our extensive water conservation and sustainability project is complete, and the entire Garden is now open to the public. Enjoy the stunning results of our renovation, including a cascading water fall, the Norris Family Koi Pond and Terrace (but no Koi yet), an effervescent stream, and the Marell Family Serenity Pond. We have also added attractive seating areas.

May is an enchanting time of year. We have many species of vibrant Clarkia in bloom. The genus Clarkia, native to California, is the signature plant of the Garden because of its beauty, specific diversity, and association with early research on plant evolution at UCLA.

May 30 is a particularly excellent day to visit the Garden; Dr. Tom Gillespie will give a casual science talk on fascinating Hawaiian plants at 12 p.m.

5.  VOLUNTEERS NEEDED – UCLA SUSTAINABLE MOVE OUT

This year, UCLA students will have an opportunity to donate unwanted household and bulky items, including furniture. Partnering with local non profits, LA City Council District 5, LA Sanitation, and campus partners, UCLA will host two “Sustainable Move Out” events in the North Village area, along with two events on the Hill on campus.

Volunteers are needed for the North Village for Saturday, June 8th and 22nd from 10am-3pm to help direct students; sort items for donation; and help answer questions about disposing of household items.

6.  EMERGENCY MANAGEMENT PROGRAM FOR YOUNG ADULTS

Camp ReadyLA is a FREE week-long program that provides a look into the life of an emergency manager for young program participants aged 17-22. Camp participants will gain disaster preparedness, team building, and leadership skills to pave the way for their professional development.

Our camp coordinators are working hard to ensure Camp ReadyLA 2024 is full of fun and exciting activities that provide program participants with hands-on experience in the field. On the final day of camp, participants will apply what they learned during a Functional Exercise before their graduation ceremonies in the afternoon.

The program will be from Monday, July 29 through Friday, August 2, 2024, at the EOC in Downtown LA daily from 9 am- 4 pm. Applications are open May 1st and will close on June 3rd. Don’t miss out on this exciting opportunity!

2.  HOLMBY WESTWOOD GREEN TEAM UPDATE

Tree Trimming near Warner Ave. School

Last week, the Street Tree Division of the City trimmed numerous trees around the perimeter of Warner Ave. School.  The Holmby Westwood Green Team thanks Councilwoman Katy Yaroslavsky and her Westwood Field Representative, Patty Macias for their assistance in prioritizing the maintenance of Holmby Westwood streets.  They promise that more tree trimming and stump removal is in the works for our neighborhood.

3.  UCLA CAMPUS SECURITY UPDATE

Earlier this week, UCLA Chancellor Block shared the following message with the UCLA campus community.

Changes to Campus Security Operations

Dear Bruin Community:

Protecting the safety of our community underpins everything we do at UCLA. Our students, faculty and staff can only learn, work and thrive in an environment where they feel secure.

In the past week, our campus has been shaken by events that have disturbed this sense of safety and strained trust within our community. In light of this, both UCLA and the UC Office of the President have committed to a thorough investigation of our security processes. But one thing is already clear: To best protect our community moving forward, urgent changes are needed in how we administer safety operations.

I am therefore taking several actions to significantly alter our campus safety structure. These decisions were not made lightly — but my leadership team and I feel that decisive change is needed to help maintain a safe campus environment.

Effective immediately, I am moving oversight and management of UCLA PD and the Office of Emergency Management from the Office of the Administrative Vice Chancellor to a newly created Office of Campus Safety, whose leader reports directly to me. It is clear that UCLA needs a unit and leader whose sole responsibility is campus safety to guide us through tense times. This organizational structure, which elevates our safety and emergency management operations, has proven to be an effective one at other major universities across the country.

Leading the Office of Campus Safety as its inaugural associate vice chancellor is Rick Braziel, who brings to the position more than 30 years of public safety service, including five years as chief of police for the City of Sacramento. Braziel has also served as an instructor in community policing and has led reviews of law enforcement agencies and police responses.

Additionally, I have created a formal advisory group with expert leaders who will partner with AVC Braziel. Members of this advisory group include UC Davis Chief of Police and Coordinator of the Council of UC Chiefs of Police Joe Farrow, Distinguished Professor of Psychology and Professor of Health Policy and Management Vickie Mays and UC Office of the President Systemwide Director of Community Safety Jody Stiger. I am confident that AVC Braziel, in partnership with this advisory group, will provide effective new leadership of our safety and emergency management operations.

Tickets are now on sale for Los Angeles’ premier community choir Angel City Chorale (ACC), for their vibrant spring concert, Rhythms of the Americas.  For this special event, ACC will be led by the much sought-after Guest Conductor Dr. Cristian Grases, the Vice Dean for the Classical Performance and Composition Division at USC’s Thornton School of Music who has directed prestigious musical groups all over the world. ACC will also offer a livestream of the concert for guests who are not able to attend in person.

The program is a highly rhythmic slice of music of the Americas, from Brazil, Argentina, Venezuela, Mexico, Jamaica, Haiti, Cuba, to native North American, to big band jazz! No orchestra, just piano, guitars, and DRUMS! And dancing… and the Angel City Youth Chorale, our kids’ choir.

2.  MESSAGE FROM UCLA CHANCELLOR BLOCK

Dear Bruin Community:

Our community is in deep pain. We are reeling from days of violence and division. And we hope with all our hearts that we can return to a place where our students, faculty and staff feel safe and, one day, connected again.

Our approach to the encampment that was established on Royce Quad last week has been guided by several equally important principles: the need to support the safety and well-being of Bruins, the need to support the free expression rights of our community, and the need to minimize disruption to our teaching and learning mission.

The events of the past several days, and especially the terrifying attack on our students, faculty and staff on Tuesday night, have challenged our efforts to live up to these principles and taken an immense toll on our community.

We approached the encampment with the goal of maximizing our community members’ ability to make their voices heard on an urgent global issue. We had allowed it to remain in place so long as it did not jeopardize Bruins’ safety or harm our ability to carry out our mission.

But while many of the protesters at the encampment remained peaceful, ultimately, the site became a focal point for serious violence as well as a huge disruption to our campus.

Several days of violent clashes between demonstrators and counter-demonstrators put too many Bruins in harm’s way and created an environment that was completely unsafe for learning. Demonstrators directly interfered with instruction by blocking students’ pathways to classrooms. Indirectly, violence related to the encampment led to the closure of academic buildings and the cancellation of classes. And frankly, hostilities were only continuing to escalate.

In the end, the encampment on Royce Quad was both unlawful and a breach of policy. It led to unsafe conditions on our campus and it damaged our ability to carry out our mission. It needed to come to an end.

Over the past several days, we communicated with and made a formal request to meet with demonstration leaders to discuss options for a peaceful and voluntary disbanding of the encampment. Unfortunately, that meeting did not lead to an agreement.

To preserve campus safety and the continuity of our mission, early Thursday morning, we made the decision to direct UCPD and outside law enforcement officers to enter and clear the encampment. Officers followed a plan that had been carefully developed to protect the safety of protesters at the site. Those who remained encamped last night were given several warnings and were offered the opportunity to leave peacefully with their belongings before officers entered the area. Ultimately, about 300 protesters voluntarily left, while more than 200 resisted orders to disperse and were arrested.

UCLA facilities teams are now in the process of taking down structures and cleaning up the quad, and we ask that students, staff and faculty continue to avoid the area.

I want to be clear that we fully support the right of our community members to protest peacefully, and there are longstanding and robust processes in place that allow students, faculty and staff to gather and demonstrate in ways that do not violate the law or our policies. I urge Bruins to take advantage of these many opportunities, which were designed to support advocacy that does not jeopardize community safety or disrupt the functioning of the university.

I also want to recognize the significance of the issues behind the demonstrators’ advocacy. The loss of life in Gaza has been truly devastating, and my administration has and will continue to connect with student and faculty leaders advocating for Palestinian rights to engage in discussions that are grounded in listening, learning and mutual respect. Similarly, we will continue to support our Jewish students and employees who are reeling from the trauma of the brutal Oct. 7 attacks and a painful spike in antisemitism worldwide.

We will also continue to investigate the violent incidents of the past several days, especially Tuesday night’s horrific attack by a mob of instigators. When physical violence broke out that night, leadership immediately directed our UCPD police chief to call for the support of outside law enforcement, medical teams and the fire department to help us quell the violence. We are carefully examining our security processes that night and I am grateful to President Drake for also calling for an investigation.

The past week has been among the most painful periods our UCLA community has ever experienced. It has fractured our sense of togetherness and frayed our bonds of trust, and will surely leave a scar on the campus. While Counseling & Psychological Services and Staff & Faculty Counseling Center are available to lend support to those in need, I also hope we can support one another through this difficult moment and reaffirm the ties that unite us as a community of learning.

HWPOA has received many calls and emails regarding helicopter noise throughout the day and night.  UCLA has been clear on this issue. The university has no control regulating the police or news helicopters.  We know it has been very disturbing for young and old alike and we do keep UCLA aware of the many complaints.  Those in Local and Community Relations at the school have heard our voices.
