3.  HOLMBY WESTWOOD GREEN TEAM UPDATE

The Holmby Westwood Green Team is answering questions related to our parkway trees in the HWPOA newsletter.  In addition to focusing on our parkway trees, we will address the work of the Green Team, efforts by the City of Los Angeles related to urban trees as well as resources for tree care and maintenance.  Please send your questions to Marnie Bodek at mossbodek@msn.com or Allyson Bunting at Allyson.bunting@gmail.com

Where does the City of Los Angeles stand on our Urban Forest?

The leadership of the City of Los Angeles recognizes the importance of our urban forest and is committed to improving it.  Mayor Garcetti launched LA’s Green New Deal in 2019 to achieve a zero carbon electrical grid by 2050.  Among his stated goals are planting 90,000 trees by the end of 2021 and increasing the City tree canopy by at least 50% by 2028 in areas with the least shade, which are predominantly low income neighborhoods.  The City is especially focused on development of policies and programs that will address the inequitable distribution and access to neighborhood trees and green spaces in Los Angeles.

The City hired its’ first Urban Forest Officer, Rachel Malarich in 2019.  She is charged with developing the first Urban Forestry Management Plan for Los Angeles, and facilitating cooperation and coordination between the 8 city departments, bureaus and offices that handle city trees.  She is also responsible for creating a public information campaign about trees.  Over the past 9 months, the City in Coordination with City Plants, has been hosting webinars in English and Spanish about issues related to the City’s Urban Forest. You can watch the first webinar here: https://youtu.be/cmYw24zIpGI
Ms. Malarich is also hosting a bi-monthly Lunch and Learn Tree ZOOM series:
https://www.facebook.com/LACityDPW/photos/a.1616967261693822/3803588023031724/

The City of LA, StreetsLA Urban Forestry Division is responsible for close to 700,000 street trees.  They oversee street tree pruning, dead tree and stump removals and tree planting.  In addition, they have contracted with Davey Resource Group to conduct the first city wide street tree inventory since the 1990’s.  Data from the inventory will be used in development of the Urban Forestry Management Plan and an updated list of Approved City Trees.  The Holmby Westwood Green Team is currently working with Urban Forestry on a variety of parkway tree issues related to our neighborhood.

4.  VACCINE ELIGIBILITY IS EXPANDING

5.  HWPOA LAWN SIGNS

As the new year promises a brighter future, HWPOA is actively promoting community awareness of the many activities our homeowner association takes to bind its members together as a vibrant and strong community.  To that end, stately lawn signs are available (for free) to display on your property to bring attention to those efforts.

If you would like to have a lawn sign delivered to your door, please contact us at hwpoa@aol.com and leave your address. We will personally deliver it.   We would love to see a sea of the lawn signs throughout our beautiful neighborhood indicating that your household is a proud member.  Thank you!

1.  LAPD CRIME REPORT

KNOCK-KNOCK BURGLARIES
Police are looking for burglars on the Westside who they say use a food delivery ruse before they burglarize homes.  According to investigators, a suspect (male or female) pretends to be an employee of the Postmates delivery service and can be seen on security video holding a bag of food before knocking on the door of a would-be victim’s home.

If there’s no response, the suspect then motions to two other suspects waiting in a nearby vehicle and they proceed to go to the rear of the property and break in, police said.

Be vigilant.  If you do see individuals attempting to case homes, if safe, watch for a vehicle and attempt to capture the license plate and car description (in addition to a description of the individuals).  Check security cameras in the vicinity to see if any have captured photos of those involved or their vehicle.

BICYCLE REGISTRATION
If your bike is ever stolen, your chances of recovering it will be much higher if you’ve previously registered it online on this website:   http://www.bikeindex.org

Registering your bicycle not only increases the chance that it will be returned to you, but it also makes it possible for the police to charge those involved in bike thefts and sales with possession of stolen property.

Recent police action at a WLA encampment found a number of expensive bicycles.  Those in possession had registered the bikes to themselves (although it was suspected that the bikes had been stolen).  There was nothing that the police could do to recover the bikes or to possibly work toward busting a suspected bike stealing/selling ring.

2.  VACCINE ELIGIBILITY UPDATE

L.A. County announced those who are in Phase 1B, Tier 1 –– including teachers and workers in education and childcare, food and agriculture, and emergency service and law enforcement –– will become eligible for vaccination on March 1st.

In addition, the State announced that vaccinations will open to residents between 16 and 64 years old who have certain disabilities or severe underlying medical conditions on March 15th.

Sign up to be automatically notified when you become eligible for the vaccine. You can also check what phase you’ll be in.

3.  DMV – POSSIBLE SECURITY BREACH

Security Breach at Address Verification Company
May Compromise DMV Information

  • Potentially impacts vehicle registration records, no driver’s license information
  • DMV working with law enforcement and assessing additional privacy protections

The California Department of Motor Vehicles (DMV), out of an abundance of caution, is notifying customers that a company it uses to verify vehicle registration addresses has had a security breach. DMV systems have not been compromised and it is unknown if DMV data shared with the company has been compromised. An investigation is under way.

Automatic Funds Transfer Services, Inc. (AFTS) of Seattle was the victim of a ransomware attack in early February that may have compromised information provided to AFTS by the DMV, including the last 20 months of California vehicle registration records that contain names, addresses, license plate numbers and vehicle identification numbers (VIN). AFTS does not have access to DMV customers’ Social Security numbers, birthdates, voter registration, immigration status or driver’s license information, therefore this data was not compromised.

LAPD SECURITY ADVICE
If you get some call or emails stating that you need to send money or gift cards, most likely it’s a scam. If they say they are from a reputable company, contact the company with a phone number that you acquire independently and check that way. Sometimes these suspects can be very convincing — but never just hand over money, gift cards or any personal information.

If you are going to sell an item on the internet and plan to meet the buyer in person, make sure you have someone else with you and schedule the transaction in a public location. Many people meet in front of the police station to make the transaction and advise the buyer of the location prior to meeting.

When you are shopping, please keep your purse on your person and not left in the shopping cart. Thieves will many times work in pairs to distract the victim while the other suspect takes the purse. If you feel it is necessary to keep your purse in the shopping cart, have it zipped up and place it in the bottom.

What is the history of the Holmby Westwood parkway trees?

The Janss Investment Company was the largest real estate developer in Southern California by 1911.  They developed Westwood in the 1920’s.

Janss Investment had both a vision and a plan for the Holmby Westwood residential neighborhood and the adjacent Westwood Village commercial area.  The third component of their development plan was to bring the University of California to Westwood.

The Janss Company desired a cohesive aesthetic for residential and commercial construction in Westwood which was compatible with the Italian and Romanesque architecture of the adjacent University campus.

The relationship between the Janss Company and the University was strong.  The developer engaged a University of California engineer to survey and map the area surrounding the campus.

The first consulting landscape architect for UCLA was John William Gregg.  In addition to starting the Landscape Architecture Program at UC Berkeley, he served as the landscape architect for the University of California system.  Mr. Gregg consulted with the Janss Company on the Holmby Westwood parkway trees.  The result was a cohesive and unified street tree concept for the neighborhood with one or two species on each street and 13 different tree species for the neighborhood’s 26 streets.  The vast majority of our 2100 existing parkway trees were planted over 90 years ago!

5.  DISASTER PREPAREDNESS – READY YOUR NEIGHBORHOOD

From the LA Emergency Management Dept.:

We recently celebrated two major earthquake anniversaries in Los Angeles County, the 1994 Northridge Earthquake and the 1971 Sylmar Earthquake. We are reminded that being prepared can reduce fear, anxiety, and losses that accompany disasters.

LA City’s Emergency Management Department has created the Ready Your LA Neighborhood (RYLAN)  program that is geared towards individual, family and neighborhood preparedness.

During a major or catastrophic event, emergency responders may be overwhelmed and might take time to respond to you. As a matter of fact, your neighbors may be your closest source of help.

You might say “but I do not know my neighbors” and “I do not know if my neighborhood is ready.”

Don’t worry we are here to help! RYLAN gives you the steps to take immediately after a disaster to keep you and your family safe. RYLAN provides the tools to prepare and organize your neighborhood to respond together in that first hour after a disaster to reduce injuries, protect your property and environment, and most importantly, to save lives.

RYLAN is currently offered virtually. Please fill free to contact us to get more information about the program or, visit our website at https://emergency.lacity.org/rylan

6.  WESTWOOD VILLAGE – SHOP & DINE LOCAL

During this time of adjustments in social events, work schedules, and travel, we encourage you to remember our many small businesses in Westwood Village and to continue supporting them even if you cannot visit them physically. Remember, when you shop and dine local, even remotely, you invest locally.

Small businesses in Westwood Village are still open for in-store shopping, curbside pickups, takeout, and delivery.

BEE HIVE REMOVAL RECOMMENDATION

Hello, I’m writing to highly recommend “A Bee Man” for humane bee removal. David responded to our call the same day and was at our house that afternoon. His removal of the hive and bees was meticulous and gentle, lasting several hours, and his rate is very reasonable. We were impressed by his patience — he clearly loves the bees.

Does the Green Team still exist?  What do they do?

Yes, the Green Team is alive and well.  Established in late 2017, the Green Team is composed of 25 neighborhood residents and is dedicated to educating homeowners about the value of our parkway tree canopy and proper tree care and maintenance.

For their first project, the Green Team established a partnership with TreePeople to begin planting missing parkway trees.  With the help of residents and volunteers, 46 new trees were planted in three tree plantings in 2019 and early 2020: Coast Live Oaks on Malcolm Avenue, Fruitless Olives on Manning between Malcolm and Hilgard and Canary island Pines on Dalehurst.

Although the pandemic paused tree planting in 2020, the Green Team turned to a new parkway tree inventory and data base project.  Last summer, five Green Team members walked the streets of Holmby Westwood and visually surveyed nearly every parkway tree.  In addition to confirming the species of existing trees, they identified the location of dead trees, stumps and locations where they believed a replacement parkway tree might be planted based on current City Tree Spacing guidelines.  Their visual inspection also included a general non-professional assessment of the tree health and maturity as well as parkway measurements.

The data from the survey is compiled into a cloud-based database of the parkway tees in Holmby Westwood.  A companion “Tree Buddy” app has also been developed in order to share the database with residents and other parties in the coming months.

Most recently, members of the Green Team shared the inventory and database with representatives from the City’s Urban Forestry Division.  Urban Foresty is scheduled to join us for a walking tour of the Holmby Westwood tree canopy.  We’re looking forward to building a working partnership with the City.  We will keep you informed of our progress.

The Green Team welcomes interested residents.  For more information please contact Marnie Bodek at mossbodek@msn.com

5.  METRO PURPLE LINE – WESTWOOD ARCHITECTURE

Purple (D Line) Extension pays homage to the designs of Master Architect Paul R. Williams
By Steve Hymon, Metro The Source

With Black History month now underway, we wanted to focus on Paul Revere Williams (Feb. 18, 1894 – Jan. 23, 1980), a leading practitioner of mid-century modern design in Southern California and the first Black architect to become a member of the American Institute of Architects (AIA) in 1923.

Metro’s Purple (D Line) Extension has a unique connection to one of William’s last commissioned works: the Linde Medical Center located at the northeast corner of Wilshire Boulevard and Gayley Avenue. The Linde Medical Center, now referred to as the Westwood Medical Plaza, will be a future entrance for the Purple (D Line) Extension’s Westwood/UCLA Station.

While the 12-story Linde Medical Center has undergone many changes since it was built in 1962, the building has retained some key historic elements of William’s original design. They include the original pipe column balustrade at the roof and portions of the original handrails.

Metro’s senior environmental team has consulted with California’s State Historic Preservation Office and other agencies on efforts to avoid and minimize adverse effects to the Linde Medical Center’s historic features. Although decisions regarding the Purple (D Line) Extension’s Westwood/UCLA station’s final design are pending, project plans include retaining at least some of the Linde Medical Center’s original character-defining features. The features that could be retained are the structure’s overall box-like form, the canted balustrade and the black granite base.
