The HWPOA Board is seeking Holmby Westwood residents to volunteer to serve as a Director for 1 year. We usually meet on the second Tuesday of every month except for August and December. We ask only that you be a financially current member of the Association for the past 2 years and have an interest in maintaining and improving the quality of life we have all come to know and enjoy.

You will work with many neighbors who serve on the Board, some who have served for many years. This is a way to help your community, to work with city officials and departments, to plan events, and to support the protections in place today.

The Holmby Westwood community is over 80 years old and preservation, livability, and schools are key to its residential value. Serving on our Board of Directors is a way to safeguard one of the largest investments you will make in your lifetime.

We want the next generation to be able to carry on what we have fought to protect for these many years. Holmby Westwood Property Owners Association is a highly respected association throughout the city and, with your involvement, we hope that will continue indefinitely.

Our meetings are held at Belmont Village, Wilshire at Warner Ave., at 7:30 PM. Our committees include: Security, Parkway Tree Green Team, Traffic, Holmby Park, Architectural Supervising Committee, 4th of July event, Filming (in the neighborhood), WLAPD liaison and more.

4.  LAPD ALERT – CAR KEY FOBS

PLEASE, PLEASE, PLEASE, DO NOT LEAVE YOUR VEHICLE FOBS OR KEYS IN YOUR CARS!!!

The West Los Angeles Area Auto Detectives advise that at present, the average for vehicles stolen from the West Los Angeles Area, and ultimately recovered, which have the fobs or keys left within the vehicle is well over 40%. Nearly HALF!!! In fact, a few weeks ago, we experienced a trend wherein 100% of the cars stolen in a one week period from the West LA Area involved victims who left their fobs or keys within their cars.

Some of victims are most adamant about not having done so, and yet when we recover the car– often in other parts of the City– the fobs or keys are within the vehicle (mind you, fobs are NOT easy to duplicate).

If you don’t make the foolish habit of doing this, we commend you. But please know that this practice still affects you and your family’s safety. Criminals coming into our community and finding cars to steal (or to break into) with ease only brings more opportunistic criminals roaming our streets.

Keep in mind that these criminals conduct ‘Door Checking’ in which they walk our streets, enter our parking lots and garages and tug on the door handles. If it opens, they know the fobs are likely somewhere in the vehicle. They push the start button and they’re off!!

Lastly, during the warmer months, criminals KNOW and take advantage of people who leave their keys on their tires when parked at the beach or park or trail head. Don’t do that.

We owe it to each other to live a responsible Big City Smarts kind of life. The West Los Angeles Area is a beautiful, safe community and sometimes it’s easy to forget that we are still part of a huge metropolis, and all that goes with it.

7.  DOCKLESS SCOOTERS – PARKING & REPORTING

It is illegal for dockless scooters to be parked:

• In front of driveways, crosswalks, and transit stops
• Near ADA access ramps
• Near utilities (such as fire hydrants)
• Along color curbs (such as Accessible Parking Zones-blue and Loading Zones-yellow)
• On landscaped areas or grass
• On sidewalks less than 3 feet wide
• and they must leave at least 6 feet of sidewalk space for pedestrians and persons with disabilities

You can report improperly parked scooters (or other dockless vehicles like e-bikes) that are improperly parked to MyLA311. How to make a report:

• Phone 3-1-1 from any landline or mobile phone in the LA area (if calling from outside the City, dial (213) 473-3231 or call (213) 473-5990 for TDD. Phone hours are 8 am – 4:45 pm daily. Tell the customer service representative that you’d like to report an abandoned or badly parked dockless vehicle.

Recent Announcements from the Mayor:

• Mayor Garcetti and Los Angeles World Airports broke ground at LAX Airport on the Automated People Mover (APM), a train which will connect travelers directly to airport terminals and create new and convenient locations for passenger pick-up and drop-off outside the Central Terminal Area. 1.  IN MEMORY OF TOM PATERSON

Tom Paterson, Office Manager for HWPOA for many years, passed away last week at his home in Valley Village.  Born in Chicago, of which he was very proud, Tom lived with his mother in Valley Village for many years. He served as President of Valley Village Homeowners Association and often  worked with other associations throughout the city.  He was always interested in his community, was very knowledgeable about planning and zoning issues, and we were fortunate to have been able to use his expertise in Holmby Westwood.  Tom retired in 2013.

We will dedicate our April meeting in Tom’s memory.  He will be greatly missed.

3.  L.A. MARATHON – STREET CLOSURES THIS SUNDAY

The Los Angeles Marathon will be held on Sunday, March 24. There will be numerous road closures across the city throughout the day. To see a map of the street closures, please click here:

4.  TREE PLANTING EVENT – HELP NEEDED

Help us Plant Trees,
Honor our partners TreePeople,
and train to be a Planting Supervisor

Please join the HWPOA Green Team to celebrate and help plant our new street trees on Saturday,  March 30th. We will plant another 12 trees on Malcolm and Manning Avenues thanks to the participation of 8 homeowners and Kappa Kappa Gamma Sorority.  A total of 26 trees planted since January!

We will begin the day at 9:00 am with a brief ceremony recognizing the supportive collaboration of Tree People. We are delighted that TreePeople founder and chair, Andy Lipkis, and TreePeople Urban Forestry staff leaders, Lizbeth Williams and Brian Rekart, will be with us to accept our appreciation and supervise our planting. TreePeople volunteers will do the actual planting.

TreePeople will hold a demonstration of planting and street tree care for all owners of the new trees. They will also provide training to be an Urban Planting Supervisor, no heavy lifting required.

5.  WESTWOOD LAX FLYAWAY – NEW LOCATION

From MyNewsLA.com:

The LAX FlyAway bus stop in Westwood will be moving to a new location closer to student housing and dormitories, officials announced Monday.

Starting March 18, the new location will be on Gayley Avenue, just north of Strathmore Place on the east side of the street. Previously, the Westwood FlyAway stop was a nearly 1-mile walk into Westwood Village from the campus, officials said.

6.  MORE FUNDS TO FIX L.A. STREETS

Dear Neighbors:

Earlier this month, I released my annual Revenue Forecast report which provided updated revenue estimates for this fiscal year and projected how much money will come into the City’s coffers next year.

As part of the report, I noted a major increase to the City’s Street Damage Restoration Fee (SDRF) Fund. The SDRF — money paid by utility companies for street damages — was the subject of a 2014 audit by my office. Because of changes made through a partnership with the City Council, SDRF receipts are set to grow to $40.2 million this year and $70.5 million next year — 10 times the revenue we recovered for the fee in 2018. This will allow the City to fix more streets that badly need it now and in the future!

1.  STREET REPAIR UPDATE

The City of LA Bureau of Street Services (BSS) recently selected the following locations for pothole and other street repairs:

• 660 Club View Dr
• 555 Woodruff
• Selby Ave between Wilshire Bl & Lindbrook Dr
• Comstock at Wyton / Beverly Glen
• Loring Ave and Charing Cross Rd

BSS will return to Westwood tentatively in late August for another round of street repairs.

If you would like a pothole or other street repair fixed prior to August, you are welcome to submit a request via the following link.  There is no guarantee when or if BSS will repair it, but it never hurts to ask.  Submitting a photo with your request is also very helpful:

2.  MORE PARKWAY TREES FOR LITTLE HOLMBY

The Holmby Westwood Green Team will plant 12 more parkway trees on Malcolm and Manning Avenues on Saturday, March 30 beginning at 9:00 am.  Please come join us to take part in another great day to replenish our neighborhood tree canopy.   TreePeople volunteers will plant the trees and we need your help assisting the planters—not strenuous work at all, just fun and an important help for the day.

We will plant trees along the 700, 800 and 900 blocks of Malcolm Avenue and on the side parkway of Kappa Kappa Gamma Sorority at Hilgard and Manning Avenue.  Parking will be relaxed along Malcolm from 8AM to 1PM for the volunteers to park.

Our Holmby Westwood Green Team has worked hard throughout the glorious rainy weekends to talk with homeowners to obtain their permission to plant and care for the free trees, which are provided by TreePeople and CityPlants.  With this, the Green Team will have planted 26 new trees in Holmby Westwood this year.

3.  SUSPICIOUS ACTIVITY – DEVON/BIRCHWOOD

A homeowner reported the following incident that occurred earlier this week.  Please be alert when walking around the neighborhood.

I was out with my dog around 5:20 PM. At the bottom of Birchwood facing Devon (the wrong way on a one way street) was a Black Nissan Altima with a black female driver and black male passenger, both in their mid-20s.  A car coming up Birchwood stopped and explained it was one way. They didn’t move. I walked down towards them with my dog.  They backed up 6 feet almost hitting me. They stopped and the male passenger looked like he was getting out of the car.  Then he looked down and noticed my dog, a pit bull mix.  He said to the driver “he has a dog” and they immediately drove off turning right on Wilshire. The license plate is 7JFK932. Black Nissan Altima.

4.  DEALER AD PLATES NOW ILLEGAL

As of January 1, the State has made it easier for you and law enforcement to identify suspicious vehicles. Cars and trucks must now have either permanent or temporary numbered plates on both the front and back of the vehicle.

The dealer ad paper plates on new cars we have seen for decades are a thing of the past. This can be a significant deterrent to crime in our area, as it will now be easier for law enforcement to identify and investigate crimes involving vehicles.

5.  FREE BULKY ITEM DROP-OFF EVENT

It’s time for spring cleaning!  Do you have furniture, oversized toys, appliances, and other items to get rid of?  It’s time to purge!

6.  IRS SCAM WARNING – PHONE CALLS & EMAILS

Watch Out for IRS Impersonator Scams This Tax Season

Scammers and cyber-thieves continue to use the IRS as bait. The most common tax scams are phone calls and emails from thieves who pretend to be from the IRS. Scammers use the IRS name, logo, fake employee names and badge numbers to try to steal money and identities from taxpayers.

Taxpayers need to be wary of phone calls or automated messages from someone who claims to be from the IRS. Often, these criminals will say taxpayers owe money and demand payment right away. Other times, scammers will lie to taxpayers and say they’re due a refund. The thieves ask for bank account information over the phone. The IRS warns taxpayers not to fall for these scams.

1.  DAYLIGHT SAVINGS REMINDER

Don’t forget to set your clocks forward one hour before you go to bed Saturday night, March 9. Daylight savings begins this Sunday, March 10! It’s time to “spring forward” – set your clocks forward one hour!

Daylight Saving Time is also a great time to check the things that keep us safe and ready for emergencies. It is a good time to replace the batteries in your smoke alarms and carbon monoxide detectors, double check the expiration dates on your emergency kits and replace missing/expired items.

2.  NO ON HILGARD HIGH RISE (AGORA) – UPDATE

Our petition numbers are growing fast, and another 50 lawn signs will go up within the next week.   If you know of anyone who needs a sign for their lawn, please email emagna@msn.com or call/ text 310.963.1188. The new signs say “No High Rise on Hilgard,” so we want to place them on visible streets. Also, see the latest Daily Bruin article linked below, in which the writer calls out zoning laws— the first time UCLA students have acknowledged the rules in place. Excerpt from the Daily Bruin article:
As a public university, UCLA’s first and foremost responsibility is to its students. Prioritizing out-of-state admissions because of the money it brings in contradicts that idea, especially considering we already have a housing problem on campus. UCLA can’t grow indefinitely, and Westwood’s community has already pushed against its growth.

The Agora building, a private housing venture in Westwood intended for students, was proposed to city planners at more than four times the height and three times the square footage allowed by the area’s zoning laws, inciting a petition against it from local homeowners.

By all intents and measures, The Agora indicates a point where housing can no longer match the student population. Projects like this should be unnecessary: They disrupt and disregard zoning laws. This is reflective of the root cause behind the overwhelming housing demand in Westwood: the student body’s size.

5.  L.A. CAMP FAIR

6.  SB 50 – HOUSING CONSTRUCTION BILL

This week, Councilmember Koretz introduced a resolution in formal opposition of California State Senate Bill 50 (Wiener) that ostensibly seeks to mandate upzoning in cities throughout California to increase affordable housing and density along transit corridors regardless of local jurisdiction’s zoning laws.

The resolution points out that SB 50 would allow construction of higher density multi-family housing developments near major transit stops that are out-of-compliance with local land use regulations and procedures and requests that the City of Los Angeles oppose the bill in its 2019-20 State Legislative Program, unless the bill is amended to exclude the City of Los Angeles from its provisions. Los Angeles already has its own increased density mechanisms that are being tailored to better fit the city’s many unique neighborhoods.

Councilmember Koretz pointed out that “While we all agree that we need to build more affordable housing, particularly near transit, SB 50 focuses mainly on the creation of market-rate housing and takes away planning oversight from local jurisdictions.  Furthermore, Los Angeles is more progressive than many California cities in that it already incentivizes multifamily development through Measure JJJ and the Transit Oriented Community program – both of which could be set back if SB 50 becomes law. State control of local zoning undermines not only the integrity of cities and counties, but strips residents of their ability to engage in a meaningful planning and community building process.  The passage of SB 50 would still threaten single-family neighborhoods in CD5 and elsewhere, where we could look forward to seeing tall narrow 4 to 5 story buildings towering over single-family homes until they are squeezed out and many analysts of the bill say they could still could be much taller.”

7.  BIG BLUE BUS – SERVICE CHANGES

On Sunday, March 17, we’re making adjustments to many routes and schedules, and reinvesting those resources to add and expand service where customers need it most.

Some of the highlights include:

• Service frequency improvements on nine (9) routes, for better connections and reliability during weekday commute and late-evening hours.
• Major schedule changes on Route 3, Rapid 3, Route 5, Route 7, Rapid 7, Rapid 10, Route 15, and Route 42.
• Extension of Route 7 to Wilshire/Western Station Purple Line on all days.
• New Route 9 express trips to/from Palisades Charter High School on weekdays.
• Rapid 10 regular fare is now $1.25 cash or $1.10 using Stored Value on TAP, and $0.50 for Senior/Disabled/Medicare customers. All Local passes are now accepted on Rapid 10.
• Extension of Route 17 and Route 18 to UCLA on all days.

On March 17, updated bus arrival information will be available on third-party mobile applications, such as Google Transit, Transit App, Moovit, and CityMapper.

We’re making other improvements too! Our busiest bus stops are being upgraded with solar-powered lights and digital arrival displays. Plus, onboard wifi is now available on 19 buses, and counting.

8.  MOVIE PREMIERE – STREET CLOSURES

Paramount Studios will be holding the premiere of “Wonder Park” on Sunday, March 10th at 12:30pm at the Regency Village Theatre, located at 961 Broxton Avenue in Westwood Village.

There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

10.  UPCOMING COMMUNITY EVENTS

Art + Feminism Wikipedia Edit-a-Thon – Sunday Mar 10, 2019 from 12:00PM to 5:00PM at the Hammer Museum.  Co-presented with East of Borneo, this is a global do-it-yourself campaign to combat gender bias and improve the coverage of cis and transgender women, feminism, and the arts on Wikipedia. A training session for beginners will take place at noon and 3 p.m.—all you need is a laptop.

The PLATO Society of Los Angeles Colloquium – March 21, 2019 at the Skirball Cultural Center (2701 N. Sepulveda Blvd.).   The speaker at this event will be Thomas Rice, Disguised Professor in the Department of Health Policy and Management at UCLA’s Fielding School of Public Health and his topic is:

Health Care Systems in Other High-Income Countries:
How Do We Compare?

Dr. Rice is a major figure in healthcare economics.  His research covers Medicare, cost containment and the role of competition in healthcare.

The program is from 1:30-3:00 in the Magnin Auditorium.  Complimentary coffee and cookies are available from 12:45. This event is open to the Public.  Admission and parking are free.

CAP UCLA (Center for the Art of Performance) – CAP UCLA curates an annual season of live performance in all disciplines with particular emphasis on contemporary genres.

COMMUNITY ALERT – “DOOR CHECKING”
There has been a continuing trend targeting our neighborhoods. During the overnight hours, suspects are canvassing residential neighborhoods targeting cars parked on the street, driveway, unsecured carports or garages.

The MO of “door checking” has been taking place where suspects will check the door handle of vehicles parked in the street, driveway or an accessible carport or garage to determine if the vehicle is unlocked or if there are visible valuables inside. If unlocked, the suspects will enter the vehicle and ransack the interior and pop the trunk looking for any valuables.

Additionally, in vehicles that are started with a Fob Key, the suspects will depress the Start Engine button to see if the engine will start. This has been successful in cases where Fob Keys or ignition keys are left either inside the car or hidden inside the vehicle resulting in the car being stolen.

Previously while door checking cars, suspects have also been “door checking” the doors to homes. In previous incidents, the suspects have entered unlocked doors targeting small items left inside the doorway such as purses, wallets, brief cases, keys, and small electronics that are typically left within close proximity to the door.

Daytime and Evening Trends continue: The “Knock Knock” Burglary series continues. The suspects typically knock or ring the doorbell to determine if anyone is home. When there is no answer, the suspects enter the side or rear of the residence and force entry typically by smashing the window or door glass to gain entry. Suspects are targeting the master bed and bath as well as other areas of the home and removing jewelry, cash, small valuables and small electronics.

2.  POTHOLE REPAIRS – SCHEDULE CHANGE

Last month, HWPOA submitted a list of street repair requests to the Bureau of Street Services (BSS), as BSS had scheduled a day this week to repair potholes in the Westwood Neighborhood Council area.  However, due to rainy weather throughout the month of February, BSS has postponed the date that they will be in Westwood.  A new date has not yet been scheduled yet, but we will let you know when we find out more information.

3.  WESTWOOD LIBRARY – MARCH HAPPENINGS

The Westwood Branch Library has a busy month of events and activities for adults, teens and children.  Some of the programs include:

4.  LADWP – E-COMMENTS FEATURE

The L.A. Dept. of Water and Power (LADWP) recently launched eComment on The Board of Water and Power Commissioners’ agenda home page.  The new eComment function allows members of the public to offer comment remotely on any agenda item or subject matter under the Board’s jurisdiction, beginning when the agenda is published – three days prior to a board meeting – until the Monday evening before the scheduled meeting.

The Board of Water and Power Commissioners meets regularly on the second and fourth Tuesdays of each month at 10:00 a.m.  Constituents are not always able to attend Board meetings in person to give input to the Board for consideration.  eComment provides another channel for stakeholders to weigh in on important issues.

5.  NEW RESTAURANT – AUDREY AT THE HAMMER MUSEUM

Westwood now has a new prime place to eat.  Audrey is the new restaurant that opened this week inside the Hammer Museum.  Serving lunch and dinner inside the museum, there’s no entrance fee required to dine at the restaurant, which takes over the museum’s rather wonderful courtyard, as well as a portion of the ground floor.

The food feels seasonal and approachable; apps feels shareable and light, something to cap off a day or afternoon at the museum. To drink, there are some fun cocktails.

Lionsgate will be holding the premiere of “Five Feet Apart” at 7:30pm on Thursday, March 7th at the Regency Bruin Theatre, located at 948 Broxton Avenue in Westwood Village.

The Westwood Village Improvement Association (WVIA) acknowledges that Westwood Village, in general, and north Broxton Avenue, in particular, are viewed as desirable venues for a host of special events, such as movie premieres, private events and film screenings.

The District has been increasingly impacted by these closures over the past several years such that the WVIA Board of Directors is moving to adopt general guidelines with respect to evaluating petitions to close streets within the Westwood Village.

Make your voice heard – if you have concerns or questions regarding premieres and events in the district, please join us on Thursday, March 7th at 9:00am at the WVIA Business Attraction and Retention Committee.  This meeting will be held at 1002 Westwood Blvd, just south of Weyburn Ave on the east side of the street by Sur La Table.

7.  SPRING BREAK GOLF CAMP AT HOLMBY PARK

“How to Look at Architecture” at the Skirball Cultural Center.  This is a series of four classes (Wednesdays, March 6, 13, 20 and 27, 1:30-3:00 pm) which will include short documentaries on architecture’s “basics,” on Frank Lloyd Wright and Organic Architecture, and on Bruno Zevi’s thinking.  They will also encompass seven short documentaries (for a total of 120 minutes) with visual observations on “what makes cities great?” recently filmed in Paris, Berlin, and Rome.

Expand your awareness about the spaces—streets, buildings, and open public spaces—of Paris, Berlin, and Rome. Each session begins with a new short film documentary produced by the instructor, followed by interactive class discussions about exploring architecture with a mission, conceiving open spaces for people, and rethinking the city.
