1.  GARBAGE COLLECTION – HOLIDAY SCHEDULE

Due to the Labor Day holiday, our offices will be closed, and there will be no collection service on Monday, September 3.  Garbage collection services will be delayed by one day, all week long.  Please note that social media will not be monitored over the weekend or on Monday, September 4. However, our 24-hour Customer Care Center will be available to assist you at 1-800-773-2489.

If your normal collection day is Monday, your bins will be serviced Tuesday. Tuesday collections will happen Wednesday, Wednesday collections will happen Thursday, Thursday collections will happen Friday, and Friday collections will happen Saturday.

2.  RELAXED PARKING DURING THE JEWISH HOLIDAYS

The Council Office has notified us that parking will be relaxed in our community during the upcoming Jewish holidays.  For a complete list of dates and locations where the parking rules will be relaxed, please CLICK HERE.

Please note that portions of Strathmore and Westholme near Hillel will not have relaxed parking, per Hillel’s conditional use permit.

3.  ATTIC INSULATION REBATE PROGRAM

This week, Mayor Eric Garcetti and the Los Angeles Department of Water and Power (LADWP) announced a five-year, $100 million insulation rebate program to help Angelenos better control temperatures in their homes, reduce energy use, and save money.

The program will provide homeowners with a rebate that covers $1 per square foot of insulation up to 80% of the total project cost.  Installing attic insulation might seem daunting and expensive, but the Los Angeles Department of Water and Power (LADWP) can help pay for insulating your attic. Customers who install attic insulation can see energy reduction and savings of $200 to $374 in a year, depending upon the size of the home and its location.

This is only the latest addition to a roster of rebates offered through LADWP’s Consumer Rebate Program, including:

  • A/C Optimization Program: provides basic air conditioning diagnostic and maintenance services which can reduce heating and cooling costs up to 25%.
  • Cool Roof Rebate: subsidizes the costs to install a roof designed to reflect heat from the sun, which can reduce cooling costs by 7-15%.
  • Smart Thermostats: automatically optimizes home temperature settings to maximize energy savings, saving customers $180 per year on their utility bill.
  • Refrigerator Exchange Program: exchanges qualified older model refrigerators with Energy Star®-rated refrigerators for low-income residents, free of charge.
  • Home Energy Improvement Program: offers a free home assessment to identify potential cost-effective energy efficient upgrades and repairs.
  • Clothes Washer Rebate: provides a $400 rebate on energy and water efficient washing machines, which can reduce water use by 11,000 gallons per year.

4.  VETERANS “STAND DOWN” – HELP NEEDED

The 4th Annual Veteran’s Stand Down is October 26, 2018 at the VAGLAHS in West L.A. This one day fair offers a wide variety of services for homeless Veterans – see information below!

We need Volunteers and Donations from the community.  Say thank you to our most vulnerable Veterans, our homeless and struggling Veterans, with your donation.  Take the hand of a homeless Veteran by volunteering at the Stand Down.

Each volunteer assignment is two hours in length.  Serve food, volunteer at registration or information desks, help to style women Veterans in the AmVet clothing tent.  Discover the fulfillment of extending a helping hand to our soldiers as they struggle to find housing and overcome hardship.

7.  BE A MONARCH BUTTERFLY HOST

In recent years, the monarch butterfly populations have plummeted at an alarming rate—  especially in California.  The count for the western monarch is down by about 97% from 35 years ago. This decline threatens to deprive future generations of the wonder and beauty of the monarch — and is an ominous sign of the worsening health of ecosystems.  According to a recent scientific analysis, current extinction risk is 72% within 20 years.

Monarch butterflies, as well as other butterfly species, bees, birds and bats, help move pollen from one plant to another, fertilizing flowers and making it possible for plants to produce the food needed to feed people and wildlife.  More than a third of the food that we eat requires pollinators to grow. Yet many of these pollinators are declining, with habitat loss, pesticides and climate change all contributing.

What can you do to help?

Plant Native Milkweed. Monarch caterpillars rely on one host plant for their food—milkweed. Adult monarchs depend on nectar plants.

Become a Certified Wildlife Habitat. By providing food (native plants), water (bird baths, ponds, or shallow dishes of water), cover (places for animals to hide), places to raise young (bird houses, old logs, rock piles), and using sustainable practices such as avoiding poisons in your garden, you will help not only monarchs but all wildlife. One of the unfortunate constants continuing to occur throughout the city are the numerous thefts arising from unattended property at local coffee shops and restaurants. Feeling safe, secure and at ease in our fair community tends to contribute to a sense of complacency about one’s property while we are out and about– our computers left on tables during a quick trip to the bathroom, cell phones and wallets left behind while we get a quick refill at the counter, or purses and wallets lifted out of supermarket shopping carts or from the backs of chairs at restaurants. It’s always easy pickins’ for the bad guys.

In a recent incident, a coffee house patron observed a person remove his cell phone from his table and walk quickly away with it out the door and down the street. He announced loudly ‘Hey, that guy just took my cell phone!’ and started to pursue him along with a good Samaritan. Twice however, as the victim confronted the suspect about taking his cell phone, the suspect turned on him and swept a large knife at the victim. The victim, in fear, kept his distance but continued to follow the suspect and directed responding officers to the suspect. The suspect had tossed both the knife and the stolen cell phone into the landscape but both were recovered and the suspect was arrested for robbery.

While this incident has a happy ending, it’s better to avoid this type of confrontation in the first place. People that steal things are not always in their right minds. As officers, we’ve seen lives lost over such insignificant property such as loose change or recycled cans. Property is not worth risking your life over. But I do get it – it’s such a shock and affront to our senses. I would only suggest to everyone that you always keep your property secure and within sight and to also give some thought as to how you would handle a similar situation-in advance. Talk to your kids about how they would handle themselves if someone stole their phone or computer.  There is no property worth getting hurt or losing one’s life over.

2.  STREET REPAIR UPDATE

Earlier this week, the Bureau of Street Services repaired potholes at the following locations:

  • Beverly Glen Blvd & Comstock Ave
  • Wyton Dr & Comstock Ave
  • Charing Cross Rd & Loring Ave
  • Charing Cross Rd & Mapleton Dr
  • Westholme Ave & Le Conte Ave

Another location (a drain at Westholme & Lindbrook) has been referred to Sanitation for repair.

If you requested a street repair that was not fixed this week, you are encouraged to enter a repair request on the City of LA 311 website – https://myla311.lacity.org/

3.  RIGHT TURN ONLY – MALCOLM & WILSHIRE

Due to concerns with traffic safety, the city has approved a “Right Turn Only” restriction for northbound and southbound traffic on Malcolm Avenue at Wilshire Boulevard.  The current stop sign allows for drivers to turn left onto Wilshire or cross over Wilshire, both of which can result in traffic collisions as cars venture onto the busy street.

In order to promote the safe and orderly movement of traffic at this location, the “Right Turn Only” restriction has been authorized.  We do not yet know when signs will be posted but we will keep you updated as we find out more information.

This is a special meeting for the Commissioners to consider certifying the new North Westwood Neighborhood Council and to also consider the request of the Westwood Neighborhood Council to share boundaries with the new council, which would include Westwood Village.

CRIME FOLLOW-UP
Last week, we reported an incident of rape near Comstock and Hilgard.  We followed up with the LAPD and received the following information:
This incident was an acquaintance rape meaning the victim and suspect were known to each other.  The suspect was arrested during the initial investigation and is in custody.

RESIDENTIAL BURGLARY ALERT
There has been a recent increasing trend of Residential Burglaries developing in several Westside communities to include Brentwood, Westwood, Bel Air, Benedict Canyon, and the Beverly Crest communities.

The suspects will target a specific home and typically will knock or ring the doorbell to verify if anyone is home. When there is no answer, the suspects enter the side or rear yard or access area of the residence and force entry, usually by smashing a window or door glass to gain entry. Suspects are targeting the master bed and bath as well as other rooms of the home and removing Jewelry, cash, small valuables and small electronics.

Immediate Detection and Notification is key to prevention and apprehension. The Los Angeles Police Department recommends the following tips to help secure your home and harden the target:

  • SURVEILLANCE/SECURITY CAMERAS: Web based surveillance and doorbell camera systems will alert and allow homeowners to immediately view and monitor activity from any smartphone or computer which are motion sensor activated and will alert your device when there is activity. They will also lend valuable information and clues to the investigation.
  • ALARMS: Ensure that security alarms are in good working order and set when not at home whether leaving for 10 minutes or 10 hours. Accessible upstairs doors & windows should have alarm sensors and upstairs rooms should have motion sensors to include the master bedroom.
  • ALARM RESPONSE: Consider a private patrol alarm response to enhance your current alarm and security system. In many cases private patrols are already contracted in many neighborhoods or associations.
  • MOTION SENSOR LIGHTING: Install motion sensor lighting around your home to illuminate normally dark areas around the home. This will also alert residents to outside activity around the home when motion lights are activated.
  • GATES: Ensure that all gates and access points to the side or rear of the residence are locked and secured.
  • DOOR AND WINDOW LOCKS: Ensure that all doors and windows are locked and secured with sturdy secured locks and that there are second locking mechanisms securing all doors and windows as a second line of defense.
  • MAKE IT LOOK LIKE YOU’RE HOME…Even when you’re not.
  • NEIGHBORHOOD WATCH: Monitor suspicious activities in your neighborhood and alert your neighbors. Should the activity escalate to a crime about to occur, crime in progress or crime that just occurred, CALL 911 IMMEDIATELY!
  • SECURITY PATROLS: Consider after hours on site security at construction sites or major remodel projects. Many neighborhoods contract with private security patrols which monitor neighborhoods and can quickly respond to burglar alarm activations or reports of suspicious activity when they occur.

2.  ATTEMPTED BURGLARY ON MALCOLM

A resident reported the following:

We were the attempted burglary on Malcolm on August 6.  It was in broad daylight, in the middle of the day and my son and I had just got home from Ralphs and were in the kitchen unpacking the bags. However I had Amazon boxes outside my front door and because I had just come home I had not checked the front door yet, so the suspect thought that we were not home. I heard a noise like breaking glass and when I walked into my hallway I saw shards of glass falling onto my living room floor and realized someone was breaking the window on our French doors. He had a box cutter or a knife and I told my son to call 911, I started screaming and went to the door and opened my peep hole and I saw his face and he looked visibly shocked that someone was home and he then ran away as fast as he could.

911 responded very quickly however he was gone by the time they got there and they believe he had an accomplice with a getaway car. The police told me that this kind of brazen crime is happening all over Los Angeles and that the suspects don’t care if the alarm goes off because they know they can get in and out and steal as much as they can before the police or the security company arrives. They said because the boxes were outside my front door that he thought it would be an easy mark and that nobody was home.

Please make sure you always bring your boxes inside, and make that be the first thing you check when you get home. The police told me to always check my surroundings and don’t be afraid to scream if something doesn’t seem right. Please stay safe and please watch out for your neighbors – even though I was screaming in broad daylight on Malcolm which is one of the busiest streets in our neighborhood, nobody came over to see if I was ok.

Hammer Museum: Berta Cáceres and the Fight for Indigenous Water Rights – Tuesday, August 21 at 7:30 PM at the Hammer Museum.  Activist Berta Cáceres was assassinated in Honduras in 2016 for organizing opposition to a hydroelectric dam on Lenca territory.  After a screening of the short documentary Berta Vive, artist Carolina Caycedo joins journalist Silvio Carrillo and UC Berkeley law professor Roxanna Altholz to discuss indigenous environmental activism.

1.  BACK TO SCHOOL SAFETY

This Tuesday, August 14th is the first day of school for LAUSD.  Please be careful when driving around the neighborhood at drop-off and pick-up times, and if you are a parent of a student, please observe all safety regulations when dropping off or picking up your children.  Let’s keep the neighborhood safe!

3.  CAR AND MAILBOX BREAK-INS

A neighbor on the 300 block of Comstock reported that her car was broken into overnight earlier this week.  A few personal items were taken.  The car was parked in the driveway but was not locked.   The neighbor reported a similar incident 3 years ago, when her car was not locked and broken in to overnight.

Another homeowner on the same block of Comstock reported that someone tried to break in to his mailbox overnight.

It’s possible (likely) that suspects are casing the neighborhood  overnight and checking for unlocked cars and mail left in mailboxes.  Please LOCK YOUR CARS and make sure your mail and mailbox are secure.

In addition, please do not put sensitive documents in the blue recycling bin, unless they have been shredded.  There are people who rummage through garbage bins on Tuesday nights and Wednesday mornings.

4.  PLEASE WATER YOUR TREES

In this heat, some trees are suffering. If you’re able, please remember to water parkway trees several times a week (particularly during heatwaves) to keep them healthy.  Trees provide an urban canopy that not only beautifies neighborhoods and potentially decreases heating/cooling costs, but also provides shade and helps improve our air quality.

For those who are concerned about drought restrictions, those were lifted in April 2017.  Here’s an NPR article with more information.

5.  FOOD TRUCKS AT HOLMBY PARK

After many complaints to the council office regarding food trucks around Holmby Park, Councilmember Koretz proposed a motion to prohibit parking of vehicles “in excess of 22 feet in length or over 84 inches in height during the hours of 8:00 a.m. and 4:00 p.m” on all streets surrounding the park, park side only.

His motion will be heard in the Transportation Committee before heading to city council for final approval.

6.  UCLA “SENIOR SCHOLARS” PROGRAM

UCLA’s Senior Scholars Program provides adults age 50 and older with the opportunity to audit undergraduate courses. Senior Scholars are granted access to many UCLA undergraduate courses, with admission contingent upon space availability and professor approval. Registration fees are $150 for the first course and $125 for any additional courses. Course fees include a $25 non-refundable administrative fee per course.

7.  POLITICAL LEADERSHIP PROGRAM FOR YOUNG WOMEN

Apply Now for IgniteLA’s Autumn 2018 Political Leadership Program for Young Women.

Young women between the ages of 14-24 who are interested in government and public service are invited to apply to attend our IgniteLA civic leadership training program.

Attendance is free for all those accepted into the program, which runs from late September to early November. Classes will be held Monday evenings from 5-7:30 PM; class locations rotate between different regions of Los Angeles, including the East Valley, West Valley, West LA, South LA/Harbor, and Downtown LA.

KNOCK-KNOCK BURGLARIES: SUSPECTS ARRESTED
Several weeks ago, we reported a burglary on Devon, where the suspects, driving a silver Infiniti, had also burglarized a home south of Wilshire.  Yesterday, we received the following report from the Los Angeles Sheriff’s Dept., regarding suspects driving a silver Infiniti that were recently arrested:

Detectives from the Los Angeles County Sheriff’s Department’s, Major Crimes Bureau, Burglary-Robbery Task Force (BRTF) believe there are additional victims in recent Los Angeles and Orange County residential “Knock-Knock” type burglaries. They have arrested four suspects and want you to contact them, or your local law enforcement agency, if you believe these suspects burglarized your home.

2.  HOME SECURITY REMINDERS

Please take whatever measures you can afford to better secure your properties:

  • Ensure video cameras are up and running and are visible – to further serve as a deterrent.
  • Be nosy… if you hear glass breaking, pay attention, call it in. Side gates should be locked.
  • Lights should illuminate your home like an airport.
  • Leave something audible, like a stereo or TV loud enough to be heard from the front and the rear to give the impression that someone is home each and every time you leave your home.
  • Talk to your family and your staff about how to deal with strangers and solicitors ringing your doorbell…Without answering the door, they should speak loudly and in the plural “We can’t come to the door right now”.

And if you do find yourself face to face with someone in your home, remember that there is nothing, no amount of property, cash or jewelry, that is worth you or your family’s safety.

3.  PARKING PERMIT SOLICITATION BY UCLA STUDENTS

We received the following information from the Westwood Hills POA (the neighborhood on the west side of UCLA).  If you have been approached by UCLA students with a similar request, please let us know by contacting HWPOA@aol.com.  Thank you.

A neighbor on Cashmere Street north of Montana reported being approached yesterday by two UCLA students who came to her door saying that they had created an app for residents in Westwood Hills to sell parking permits to UCLA students.

It is against the law to sell your parking permits to anyone, students or others, who are unaffiliated with your household! If you do so, then you would be deemed at fault and subject to punishment.

If you have been approached by UCLA students about this parking permit app, please let us know right away.

In particular, the city would appreciate receiving any specific information garnered about the students who are soliciting people in the neighborhood, such as their name or contact info, and a copy of whatever written info or form they might present to you.  We will pass it on to Councilman Koretz’s office, and his staff will contact the students and discourage them from pursuing this illegal operation.

4.  METRO ROAD WORK – 405/SANTA MONICA BLVD.

Summary:
Metro’s contractor will be performing minor construction activities as part of the completion of the Interstate 405 project.   Work began on June 26 and is anticipated to conclude in August.  Construction activities will take place at the on and offramps for Interstate 405 and in areas immediately adjacent to the freeway.  Activities include sign modification.   Most of the work is scheduled at night and on weekends to minimize impacts to traffic flow and the surrounding communities.

6.  PROPOSED BAN ON ELECTRIC SCOOTERS

From the Westwood-Century City Patch:

A Los Angeles city councilman introduced a motion Tuesday to ban the operation of electric scooters until the city drafts full regulations on their use.

The move by Councilman Paul Koretz comes as the City Council is in the process of drafting regulations for the new industry and a week after a six- month ban on motorized scooters went into force in Beverly Hills following a vote by the City Council.

Koretz had previously expressed support for exploring the use of electric scooters in the city, but he told City News Service that was before he got full exposure to them.

7.  L.A. HOMELESS OUTREACH PROGRAM

Did you see someone experiencing homelessness who needs help? Notice a homeless neighbor who seems to be struggling with their physical and/or mental health? You can help them by filling out an outreach request at www.la-hop.org or by dialing 2-1-1 and reporting any specific concerns you may have regarding the person’s well-being.

LA-HOP (Homeless Outreach Program) is a service designed to assist people experiencing homelessness in Los Angeles County with outreach services. Calling LA-HOP will dispatch a homeless services outreach team to the area. Homeless individuals or others may call the line when seeking help for themselves or others. This program is funded by Measure H, the County of Los Angeles special sales tax increase passed by the voters in 2017 that specifically funds services, shelter, and permanent rental subsidies for people experiencing homelessness.

211 LA is the central source for providing information and referrals for all health, human services and social services in LA County. The 2-1-1 phone line is open 24 hours, 7 days a week, with trained Community Resource Advisors prepared to offer help with any situation, any time. If you are calling from outside Los Angeles County or cannot directly dial 2-1-1, call (800) 339-6993.

8.  PUBLIC SURVEY – URBAN FOREST MANAGEMENT

The City of Los Angeles is in the initial stages of developing an Urban Forest Management Plan (UFMP) funded by a grant from CAL FIRE. Urban Tree Canopy cover in the City of Los Angeles is only 21%, lower than the national average of 26%, making the health and sustainability of the City’s park trees critical. The goal of the UFMP is to help guide the planting, care, protection, and sustainability of the City’s urban trees. The initiative represents a city-wide collaborative effort to better understand current urban forestry management needs.

In order to ensure that the plan considers and incorporates resident priorities, the following survey is provided for your voice to be heard. We want to know where focus should be placed as the UFMP is developed. This survey will be collecting responses through August 10, 2018.  We appreciate you taking part in this important process.
