1.  TREE TRIMMING IN WESTWOOD VILLAGE

From the Westwood Village Improvement Association (WVIA):

The annual WVIA tree trimming has begun in Westwood Village and will continue through Friday, August 17. The trimming will be conducted between 6:00 am and 4:00 pm.

During this period, you may see temporary “No Parking” signs on the meters and poles, which will be removed once the trimming is finished. While the tree trimming is in progress, some noise may be experienced. We appreciate your understanding and patience during this time.

Please don’t hesitate to contact us with any questions, concerns, or feedback. We value your input and would love to hear your thoughts once the work is completed.

Join us this Saturday, August 3rd, at 2:30-4:30 p.m. when members of the Alliance of Los Angeles Playwrights will present readings of six short works by six different local playwrights performed by professional actors. Expect a mix of comedy and drama. Everyone is welcome, but please note some of the material may not be appropriate for children.

1.  SAFETY INFORMATION FROM COUNCILWOMAN YAROSLAVSKY

I hope you’re having a fantastic summer! While we’re all enjoying this time of year, it’s also a good opportunity to talk about public safety, especially since we tend to see a rise in crime during the summer months. I want to share some tips on how to report emergencies and non-emergencies to the LAPD, guide you on finding your local police division and Senior Lead Officer, and show you how to get involved with your neighbors to prevent crime. As always, you can reach out to our office with any questions or concerns.

How to Report a Crime
Public safety is one of my top priorities, as I know it is for so many across our district. Knowing how to report emergencies and non-emergencies to the Los Angeles Police Department (LAPD) is essential to make sure the right person responds, and to help optimize limited LAPD resources. First and foremost, it is important to know the difference between emergencies and non-emergencies:

Emergencies
Emergencies require immediate attention from law enforcement, fire services, or medical responders. These situations include:

  • Crimes in progress, such as assaults, robberies, or burglaries
  • Fires or medical emergencies
  • Traffic accidents with injuries
  • Situations where there is an immediate threat to life or property

In any of these cases, dial 911 immediately. The dispatcher will ask for specific details to send the appropriate assistance as quickly as possible. Be prepared to provide your location, a description of the incident, and any other pertinent information.

Non-emergencies
Non-emergencies involve situations that do not pose an immediate threat to life or property. These include:

  • Reporting a crime that has already occurred and the suspect is no longer on the scene
  • Noise complaints or disturbances
  • Vandalism or graffiti
  • Non-urgent suspicious activity
  • Traffic accidents without injuries

For non-emergencies, contact the LAPD non-emergency number at 1-877-ASK-LAPD (1-877-275-5273) or visit LAPD’s website. This ensures that emergency services remain available for those in critical need while addressing your concerns in a timely manner.

Know Your Police Division and Senior Lead Officer
Knowing which LAPD division serves your area and your Senior Lead Officer (SLO) is also helpful. Your SLO acts as a liaison between the community and the police department, focusing on long-term problem solving and building community relationships.  The Senior Lead Officer for the Westwood area is Officer James Allen.  He can be contacted as follows:

Getting Involved
The best way to prevent crime in our neighborhoods is by creating a strong sense of community where we hold each other accountable. There are a number of great ways you can do this, including forming a Neighborhood Watch or joining your local Community Police Advisory Board. 

Starting a Neighborhood Watch
A Neighborhood Watch is a fantastic way to enhance safety and foster community spirit. By working together, neighbors can keep an eye on each other’s homes, report suspicious activity, and create a stronger, more connected neighborhood. A strong Neighborhood Watch can help: 

  • Deter crime. Visible community vigilance can discourage criminal activity.
  • Promote communication by strengthening relationships among neighbors and fosters a sense of community.
  • Increase awareness by educating residents on safety practices and how to identify suspicious behavior.
  • Build partnerships by establishing a direct line of communication with local law enforcement.

If you’re interested in starting a Neighborhood Watch, please contact my office. We can provide you with resources, help you connect with your local Senior Lead Officer, and offer guidance on organizing your first meeting and beyond.

Joining a Community Police Advisory Board (CPAB)
The West LA division’s Community Police Advisory Board (CPAB) is crucial to community policing. They provide a platform for residents to voice their concerns, collaborate with the police, and contribute to making our neighborhoods safer.

Here’s how you can join:

  1. Contact your local police division to express your interest in CPAB. Each division has its own CPAB, and they are always looking for committed community members.
  2. Attend a CPAB meeting. Meetings are typically held monthly and are open to the public. This is a great way to understand current issues, meet local officers, and see how you can contribute.
  3. Get involved in community projects. CPAB members often participate in or lead initiatives such as neighborhood watch programs, safety workshops, and community cleanups.

By participating in your local CPAB, you can help shape the safety strategies in your neighborhood, ensuring they reflect the unique needs and concerns of your community.

2.  HISTORIC WESTWOOD MOVIE THEATERS NOW CLOSED

Westwood’s historic movie palaces, the Regency Village Theatre and the Bruin, are closing later this week.

“The last day of operation for the Bruin & Village Theaters under Regency is Thursday, July 25,” Lyndon Golin, Regency Theatres president, confirmed in an email Sunday.

Regency has managed the two theaters for 14 years, but its leases for the properties end later this month, Golin added.

A beloved landmark, the Village Theatre is expected to close only temporarily, thanks to a high-profile effort by director Jason Reitman and others to save the once stately 170-foot white Spanish Revival-Art Deco “wedding cake” tower that has beckoned Westside moviegoers since 1931. The group announced in late February that its acquisition of the theater had closed but it did not disclose a timetable for renovations or say when the Village might be ready for a grand re-opening.

The fate of the nearby Bruin, which opened in 1937, remains unclear; it was not purchased along with its more showy sibling.

1.  SAFE SIDEWALKS REBATE PROGRAM

In December of 2016, the City of Los Angeles launched Safe Sidewalks LA, a 30-year, $1.4 billion program to make sidewalks accessible to everyone. Property owners within the City of Los Angeles with sidewalks that are not compliant with Americans with Disabilities Act (ADA) requirements are eligible to participate and apply for a rebate of up to 50% of the cost.

2.  LA SANITATION – NEW & USED TOY DRIVE

From July 1st through August 30th, 2024, LA Sanitation & Environment’s City Facilities Recycling Program will be collecting the following new and gently used toys. Everyone is encouraged to donate:

  • Educational games and toys
  • Video games and video game consoles
  • Dolls and stuffed animals
  • Toys for children with special needs or disabilities

Please do not donate “violent” toys or toys that resemble weapons. Toys must be clean.

3.  CONSIGNMENT STORE OPENING IN WESTWOOD VILLAGE

From the UCLA Daily Bruin:

2nd street, on the corner of Kinross Ave and Westwood Boulevard is a new consignment store that provides more access to sustainable shopping for the Westwood community.

2nd Street is a Japan-based consignment store that offers second-hand luxury, vintage and streetwear clothing, according to its website. While the store has not announced an official Westwood opening date, the location is likely to open its doors to the public before the end of July, said Michael Russell, executive director of the Westwood Village Improvement Association.

Customers receive cash or store credit for selling their used clothes to 2nd Street, which the store then resells, said Miles Garofola-Lam, the internal social director of Refine LA, a sustainable fashion club at UCLA.

2.  LAPD REPORT – BURGLARS POSING AS CONSTRUCTION WORKERS

From the Santa Monica Mirror:

In collaboration with the Los Angeles County Sheriff’s Department Major Crimes Bureau, North Hollywood Division burglary detectives arrested members of the so-called “Reflector Vest Crew” on June 27 and July 3, 2024. The crew earned their nickname for using reflective clothing typical of construction workers to blend in and scout potential burglary targets without arousing suspicion.

The suspects, 39-year-old Roderick Dennis of Los Angeles, 21-year-old Michael Mitchell of Ontario, and 21-year-old Munya Jones of Los Angeles, targeted residences in affluent areas such as Studio City, West Los Angeles, and West Hollywood. The suspects would send one person, dressed in reflective clothing, to knock on doors to check if anyone was home. If the residence appeared unoccupied, the rest of the crew would break in, usually through the rear entrance.

A resident reported that she received a call from Frontier informing her that they are disconnecting the cables and moving the phone line to fiber optics.  

We are not sure what areas have been affected but if you still use a landline, please be aware of the potential changes to service.

4.  SSA SECURITY UPDATE

For customers of SSA Security:

SSA Security Services will be adding a second patrol car in Holmby Westwood from 10:00 AM to 10:00 PM within the next couple of days in addition to the 24/7 dedicated SSA patrol car we already have.

SSA is actively recruiting more retired and off duty police as well as military police. As soon as more officers are hired, the new dedicated car will patrol 24/7as well.

5.  BIG BLUE BUS SERVICE CHANGES NEAR UCLA

BBB Bus Service to Change:

Santa Monica City Council ratified BBB’s Brighter Blue plan to improve bus service throughout Santa Monica and West LA, including in and around the UCLA campus. Though it will take place over a 5 year period, one planned change is to close the Hilgard/Strathmore bus terminus.  New stops will include Parking Structure 2 at Westholme as well as Westwood Blvd. within the campus. 

We will keep you informed as more details become available.

Be sure to look for our Holmby Westwood neighborhood in Eddie Murphy’s latest movie, Beverly Hills Cop: Axel F.  Portions of the movie were filmed on local streets, including Le Conte between Thayer and Warner.

2.  HWPOA BOARD MEETING – CANCELED

This month’s HWPOA Board meeting has been canceled.  Our next meeting is tentatively scheduled for Tuesday, August 13.

3.  ADVISORY: EXCESSIVE HEAT WARNING

Extreme heat is expected for the Los Angeles area from Wednesday, July 3rd through at least Monday, July 8th. 

Los Angeles is expecting a long duration heat event from Wednesday through Monday. Temperatures could reach 106 degrees in parts of Los Angeles for many days in a row.  The long length of the heat event makes it even more important to be proactive to avoid heat exposure. As temperatures rise, the City of Los Angeles urges Angelenos to prepare to avoid heat exhaustion in your communities and for yourself.

Take extra precautions if you work, exercise, or spend time outside. When possible, please reschedule strenuous activities to early morning or evening. Wear lightweight and loose fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends frequent rest breaks in shaded or air conditioned environments and to stay hydrated. Anyone overcome by heat should be moved to a cool and shaded location.  If you suspect heat stroke, this is an emergency- call 911.  Non-emergency information can be found by calling 311.

3.  FIREWORKS SAFETY REMINDERS

From the LAFD:

All fireworks, even the so-called ‘safe and sane’ variety are illegal in the City of Los Angeles.  Please do not use fireworks of any type, including sparklers, or allow your children to do so.

Report Illegal Fireworks:
If you become aware of illegal fireworks use, there are several safe and secure methods for reporting fireworks in Los Angeles. These include:

IMPORTANT: Do not dial 9-1-1 unless you see someone being injured or at risk of immediate injury, or a fire or other emergency.

Pet Safety
Pets can be terrified by the noise, and many run away, often never being reunited with their families. In addition, many people may not realize that dogs can feel the air pressure change when fireworks are discharged nearby, causing deep anxiety and stress, or that “glow” sticks are poisonous to pets.

Impacts on Others
In addition to pets, private fireworks can also impact other neighbors:

  • Our patriotic veterans may have bad combat-related flashbacks
  • Older adults will be frightened and not know how to “turn the noise off”
  • Babies and small children will be terrified and the noise will hurt their ears

at the LASAN West LA District Yard (2027 Stoner Ave.)

The LA Sanitation & Environment Open House program showcases LASAN’s residential curbside collection programs with an emphasis on proper recycling practices and bulky item collection while strengthening partnerships with City residents.

Each Open House will feature trash trucks and equipment demonstrations in addition to facility tours, information booths, recycling games, and a free lunch. All children receive a special hat at registration and have the opportunity to operate the controls on the trucks. Parents go home with vegetable plants. Our 360 degree video booth is free for all to enjoy!

There is no charge for admission and all ages are welcome, but we do request that pets be left at home for safety. Free food, beverages, and giveaways are available while supplies last.

Last week, I joined my colleague Councilwoman Traci Park, LAHSA CEO Dr. Va Lecia Adams Kellum, Deputy Mayor of Homelessness Dr. Etsemaye Agonafer, LAHSA Deputy Chief Externals Relations Officer Paul Rubenstein, Senior Director of Homelessness for Supervisor Lindsey Horvath Amy Perkins and WRAC HOC members for the Westside Regional Alliance of Councils Homelessness Committee special meeting to discuss LAHSA’s collaboration with the City and County and how we’re working to make homeless coordination and solutions more efficient and effective. The conversation focused on governance and reform challenges, scaling master leasing programs, and enhancing accountability and transparency with stakeholders and residents. I look forward to continuing conversations and collaboration efforts in our fight to end homelessness.

The LA Opera has put together a live program called Baby BambinO, and it’s a full-fledged 40-minute opera—for children, specifically infants and toddlers. It has set pieces, professional performers—and it’s completely free! In this story about a mother hen who explores the world with her intrepid hatchling, little ones are encouraged to engage with the performers and add their own bird calls to the soundscape.

The LA Sanitation & Environment Open House program showcases LASAN’s residential curbside collection programs with an emphasis on proper recycling practices and bulky item collection while strengthening partnerships with City residents.

Each Open House will feature trash trucks and equipment demonstrations in addition to facility tours, information booths, recycling games, and a free lunch. All children receive a special hat at registration and have the opportunity to operate the controls on the trucks. Parents go home with vegetable plants. Our 360 degree video booth is free for all to enjoy!

There is no charge for admission and all ages are welcome, but we do request that pets be left at home for safety. Free food, beverages, and giveaways are available while supplies last.

2.  TRAFFIC ADVISORY – UCLA COMMENCEMENT & BIDEN IN TOWN

UCLA will be hosting its 2024 Commencement ceremonies today and through this weekend.  The three largest commencement ceremonies will be held in Pauley Pavilion on Friday, June 14, with smaller departmental ceremonies on Saturday, June 15 and Sunday, June 16.

In addition, President Biden will be in town and there may be street closures that include Sunset Boulevard and the Westwood area.

Please allow extra travel time when driving from Thursday, June 13 through Sunday, June 16, as we are expecting an increase in traffic and activity in the area.

LAPD will by heavily deployed throughout the city, especially on the Westside during UCLA graduation and President Biden’s visit.

3.  WHATSAPP GROUPS FOR EACH STREET

HWPOA encourages our residents to create a WhatsApp chat group just for security on both sides of their block in order for neighbors to watch out for one another.  We hope that residents will establish a chat group for each block or street, which will foster communication between neighbors and allow residents to quickly communicate safety concerns to one another.

We are aware of a few chat groups that have already been established but there may be other chat groups that we do not know about.  We would like to compile a list of the groups so that when we are contacted by residents, we can direct them to the chat group for their block.

If you are already part of a WhatsApp group for a specific street, please send an email to hwpoa@aol.com and let us know what street it is for, who the moderator of the group is and their contact info. so that we can pass it along to other residents who may wish to join.  Thank you!

4.  UCLA’S NEXT CHANCELLOR

UCLA will mark a new chapter in its history when Dr. Julio Frenk, an exceptional scholar, administrator and champion of health, education and well-being, takes the helm as the university’s next chancellor on Jan. 1, 2025. 

Dr. Frenk, who for the past nine years has been president of the University of Miami, is a renowned global public health expert who has held positions in government and academia in the U.S. and Mexico.  As a visionary leader in higher education, he has guided Miami’s impressive growth and has championed the health, education and well-being of people around the world.

Dr. Frenk will succeed Chancellor Gene Block, who is stepping down after 17 years of transformative leadership. ​​And he’s excited about the mission of piloting the nation’s No. 1–ranked public university to new heights. 

“At this crucial moment for higher education, returning to the public sector to lead one of the top research universities in the world — including one of the 10 largest academic health systems — is an exciting opportunity and a great honor for me,” said Chancellor-designate Frenk. “I look forward to adding my lifelong commitment to public service in education and health care to the vibrant, diverse and cosmopolitan community that is Los Angeles.”

5.  COYOTE SAFETY REMINDERS

Earlier this week, there were several news reports about coyotes in residential neighborhood around Los Angeles.

Although we have not received any reports of coyote sightings in the Holmby Westwood neighborhood, this is a good reminder to take safety precautions for potential encounters with coyotes.

Encounters with Coyotes

COYOTE ENCOUNTERS – KEEP CHILDREN & PETS SAFE

  • Small animals and children should not be left outside unattended if there are coyotes in your area. Never leave small children and pets unattended outdoors even if your yard is fenced.
  • Walk your dog on a leash at all times — not only is it the law, but it will keep your pet safe. Do not allow your dog to interact or “play” with a coyote.
  • If you see coyotes, make loud noises and scare them away: bang pots and pans, use a whistle, etc. BUT, they are smart and you cannot keeping making the same noise and expect the coyotes to fall for the same trick over and over.
  • When you are walking your dog in areas known to have coyotes, you can carry a loud whistle or even an umbrella that you can open and close rapidly to scare them away. Unlike the approach with an aggressive dog, you can raise your arms above your head and stomp your feet while shouting at the coyote to scare them away.
  • Bring cats and dogs inside at night.

The Los Angeles County Sheriff’s Department is warning residents to be on guard for burglary rings using high-tech tools.

Hidden Flowerbed Cameras
The cameras, disguised to blend in with vegetation, enable the thieves to stake out multiple homes remotely to determine when residents come and go.

Criminals in Disguise
Criminals are now impersonating pest control workers and other “official looking” employees in vests, masks, and other uniforms.

License Plate Theft
Criminals are brazenly stealing license plates, so make sure you know yours and double check it’s the right one!

4.  RELAXED PARKING – SHAVUOT (JEWISH HOLIDAY)

The City of Los Angeles has relaxed parking restrictions for the upcoming Jewish holiday of Shavuot. Time limits and preferential parking restrictions will be relaxed on specific dates. Meters, tow-away zones and other safety violations will still be enforced.

1.  SECURITY UPDATE – ROBBERY AT GUNPOINT

As you may know, our community has been targeted by burglars over the past few years, but now we are experiencing other crimes here and in the Village. Several residents who belong to one of the neighborhood WhatsApp chats have reported attempted kidnappings of children and their mothers in front of the Target store in the Village. It’s reported that perpetrators initiate a conversation, then split up and then try to force mothers/and or children into a car. In addition, a letter follows regarding a father and his two sons being held at gunpoint in front of Warner Avenue School as they were taking an evening walk.

PLEASE BE AWARE OF YOUR SURROUNDINGS WHEREVER YOU MAY BE. In the past, police have recommended pepper gel spray. Amazon has a product that sprays up to 20′ without any blowback.

ROBBERY AT GUNPOINT
A homeowner on the 500 block of Loring reported the following:

This past week between 12:10 am to around 12:16 am while on a walk with my brother and father, we were held up at gunpoint in an attempted robbery near Warner School on Warner between Loring and Woodruff.  The men were in a White Chevy Cruze and took a right from Loring onto Warner and parked in front of 669 Warner Ave.  The car pulled over and turned off their lights and then reversed and parked leaving the engine on.  Then when we were right across the street from them two men jumped out of the back seat of the car, one of the men was Hispanic wearing a gray jacket and had a black beanie on and was around 20 years old; the other I couldn’t see.  They told us to “slide over all the money and stuff you have right now” to which my dad said to my brother and I to run as he charged both of them yelling at them.  They both showed fear and backed up a little bit which led my dad to yell at them more.  Both the men ended up getting in the car and speeding away, taking a left turn on Woodruff and driving completely down the street.  My brother and I ran.  I went to 701 Holmby Ave. and hid on the porch fearing they saw me at the end of the street turning right on Holmby.  My brother ran down Loring Ave back to my house to get my mom and a car and drive back to see what had happened.  We know there was one driver and two other men and they drove down Woodruff, most likely taking a right onto Beverly Glen.

Security footage needed.  We are asking if you could please send us any of the doorbell, security camera, or Tesla sentry mode footage to us so we can try to catch these men.  Please call, text, or email if you can help.

2.  BREAKFAST WITH NEIGHBORHOOD COUNCIL PRESIDENTS

On Tuesday morning, I attended a breakfast meeting with most of the Neighborhood Council Presidents who represent neighborhoods across CD5 (our city council district). This breakfast was the first of many moving forward, and Councilwoman Yaroslavsky’s hope is to establish an ongoing dialogue where we can collaboratively address our shared priorities. While each neighborhood council has its own unique opportunities and challenges, many of these are similar or interconnected. During our meeting, we talked about public safety, transportation, and quality of life issues, and how we plan to collaborate on joint solutions.

I look forward to future meetings and hope that our neighborhood concerns, district wide, will be addressed. It was helpful to hear what other westside neighborhoods are involved in and what their needs are, which surprisingly, are very different from Holmby Westwood’s. My appreciation to Katy for putting the meeting together!

4.  FINAL L.A. CITY BUDGET

From Councilwoman Katy Yaroslavsky:

Last week, the City Council officially passed a budget for the new fiscal year, which begins July 1. If you have been following the budget process this year, you know that reduced revenue projections and increasing costs have left the City’s finances in a precarious position. As a result, we had to make several hard decisions on how to best fund key city services with limited resources. However, despite these challenges, we were able to maintain or expand funding in several critical areas:

  • Funding for the hiring of 574 additional police officers
  • $185 million for Inside Safe, the Mayor’s signature interim housing program
  • $6.5 million to preserve services and shelter for survivors of domestic violence
  • Funding to prepare a Climate Action and Adaptation Plan
  • Restoration of positions that had been slated to be eliminated in several key departments, including the Department of Transportation, Recreation and Parks, and Street Services
  • Funding for the Housing Department to enforce the Home Sharing Ordinance
  • Support for the Fire Department to improve fire station infrastructure

I appreciate those of you who reached out throughout this process to share your thoughts and priorities. This is your budget as much as it is mine, and it is important that it reflects the needs of residents across Los Angeles.
