1.  HWPOA BOARD MEETING – VIDEO CONFERENCE

On Thursday, November 10 at 7:30 PM, the HWPOA Board of Directors will hold its monthly meeting.  Note, this meeting was originally scheduled for Tuesday, November 8, which is Election Day. As such, the board opted to postpone the meeting.  The meeting will be a video-conference held online via Zoom.  Please click here to see the agenda.

2.  DAYLIGHT SAVINGS REMINDER

Don’t forget to set your clocks back one hour before you go to bed Saturday night, November 5. Daylight savings ends this Sunday, November 6! It’s time to “fall back” – set your clocks back one hour and get an extra hour of sleep — at 2 am on Sunday!

It is also a good time to replace the batteries in your smoke alarms and carbon monoxide alarms and also to update your emergency supplies.

3.  GENERAL ELECTION – VOTING INFORMATION

Below is a brief summary of voting information for the November 8, 2022 election.  Please visit LAVote.Gov for all voting and election information.  Voting options include:

VOTE BY MAIL:
Ballots should have already been delivered.  Return completed ballots through the US Mail, no postage required, or place a completed ballot in a vote by mail drop box.  Nearby Vote by Mail Drop Box locations include:

  • Holmby Park
  • Westwood Branch Library
  • UCLA

VOTE IN-PERSON:
Voters in Los Angeles County have the option to cast their ballot in-person at a participating Vote Center in an upcoming election.  Some of the nearby Vote Centers include:

  • Westfield Century City – opens 11/5

4.  HOLMBY WESTWOOD GREEN TEAM UPDATE

Ted Lieu in honoring local military families at a VIRTUAL event titled “Conversations with Military, Veteran and Gold Star Families.”  Six to nine military families will talk about their experiences in a wide variety of inspirational stories.  One of the families is a military couple that was stationed at the Ukrainian Embassy when the war broke out.  They will talk about this experience and their concern for friends they made who are still in Ukraine.

Rep. Ted Lieu, an Air Force veteran, is hosting and Stephanie Stone, Deputy Director of Los Angeles County Department of Military and Veteran Affairs is emceeing.

4.  ANTISEMITIC FLYERS IN WESTSIDE NEIGHBORHOODS

Thank you to Brentwood Glen HOA and to Westwood Hills POA for the following information:

Many of you saw the recent article and editorial in the LA Times about the recent spate of anti-Semitic flyers and the banners hung over the 405 Fwy. If you did not, here are the links:

Representative Ted Lieu has also condemned the Anti-Semitic flyers found in Brentwood and Bel-Air:

Several areas throughout the Westside were targeted, including Brentwood Glen, Beverly Hills, Westwood and Bel Air. One person may have gotten the license plate on the car driving on their street and reported it to the police.

Brentwood Glen HOA received an email from Jeff Abrams, Regional Director of ADL, Los Angeles. The ADL is working with their LAPD partners. They are planning some educational programs about this group and these flyers so that people have a better understanding of who they are, what they do, and how to respond (including avoiding re-posting the propaganda on social media). We will notify you when we get more information about these programs.

LAPD has a special anti-hate unit to deal with these sorts of incidents. If you recently received such material, please let us know so we can pass the info on to LAPD. Please send us an image that we can forward to LAPD. In the meantime, hold onto your flyers and let us know if you’d be willing to have the detective assigned to the case contact you.

Please join the Holmby West Green Team and HWPOA members for a talk by Debby Dunn (Figoni) who is an enthusiastic advocate for the environment, with an extreme passion for educating people about the efficient use of water. Her daytime job is the Water Conservation Administrator for the City of Beverly Hills.  In addition, Debby teaches water-wise landscaping workshops for other municipalities and has performed over 2,000 on-site landscape audits. This has helped over 12,000 residents and business owners use less water while continuing to beautify their landscapes. She is a Master Gardner, certified landscape auditor, and has created award-winning landscapes that are attractive to both people and wildlife.  Debby brings her experience and advice to audiences in a fun and easily relatable way.  With practical suggestions, she empowers her attendees to use water judiciously as they create and maintain their own water-wise landscapes.  She will discuss what we can do to lower our water use and water bills while improving our gardens for ourselves and future generations.  Debby’s talk will be followed by a Q&A.  Don’t miss this unique opportunity.

Parts of Beverly Hills (and adjacent Los Angeles) are undergoing treatment by the California Department of Food and Agriculture due to an invasive, exotic fruit fly, as described and shown in the image below.

Oriental Fruit Fly – Pest Profile

An eradication operation commenced this past summer in North Hills has concluded, including a lifting of a quarantine. None of the above areas have been subjected to quarantine for this pest. The treatment consists of small applications of bait and pesticide to streetside trees. Few, if any residents will notice because this method, while effective, isn’t disruptive and doesn’t involve going onto their property.

3.  HOLMBY PARK LANDSCAPING UPDATE

From the Holmby Park Advisory Board:

Dear Community,

Earlier this week, the two Co-Chairs of the Landscape Committee walked the park with Leon Boroditsky, Tree Surgeon Supervisor, Los Angeles Recreation and Parks.  He brought a team of people with him. It’s clear that most of the trees at the park need trimming, minor or major trims, and Leon inspected almost every tree.

Leon will get a proposal to our board of doing the full park tree work and also just doing three big trees that are of Leon’s immediate concern. Leon will put the work out for three bids. His department has the budget to do only three of the most needy trees.

Doing the whole park at once makes sense because it’s cheaper to come once rather than doing it in two sessions. However, this will be well beyond the Forestry budget.

When we get the bids in from Leon, we will have to see what funds we have available and what we might be able to get help with from the homeowner’s association or the Neighborhood Council.

Leon was against the thought of putting donor’s names on trees.

We know that everyone is concerned about the trees and know that we are on the issue and will await further information from Leon.

7.  LADWP – NEW UTILITY PAYMENT OPTION

The Los Angeles Department of Water and Power (LADWP) has launched Level Pay, a new utility bill payment option that allows customers to spread their LADWP bills into equal, levelized monthly payments over a 12-month period. With a predictable bill that stays the same from month to month, customers can more easily budget for their water, power, and LA Sanitation bill, no matter the time of year. Level Pay is available to all residential customers.

The amount that customers are billed monthly under Level Pay is calculated based on their past usage. Enrollment in the plan is available to all customers. Sign-up is required.  The amount a Level Pay customer will be billed will be recalculated at the end of each payment term based on their past year’s total usage.

The Friends of Westwood Library and the Los Angeles Musical Salon are once again proud to present The Fiato String Quartet with Guest Pianist Micha Yui for a FREE CONCERT Sunday, October 23rd at 2:30 pm upstairs in the Westwood Branch Library.

This much anticipated concert will celebrate and officially welcome the gift of a baby grand piano to the Friends of Westwood Library from Westwood neighbor Marlene Klansek.

The musical program will feature two of the most beloved and timeless piano quintets:

Schumann – Piano Quintet, Op. 44
Dvořák – Piano Quintet No. 2, Op. 81

Admission is free, with free parking at the library. The library garage and doors open at 2:00 p.m. The concert will last approximately 90 minutes with no intermission. Per City of Los Angeles policy, masks are recommended but not required.

EARTHQUAKE BRACE & BOLT PROGRAM
We have completed a seismic retrofit on our home through the Earthquake Brace + Bolt (EBB) program, and it’s being offered again in our area. The program pays up to $3,000 toward a seismic retrofit to reduce the risk of earthquake damage. There are also supplemental grants that could provide up to 100% of the funds needed to cover a seismic retrofit.

There is a list of approved retrofitters, but we were very, very happy with our contractor, Weinstein Construction.

1.  HOLMBY WESTWOOD GREEN TEAM UPDATES

KEEP OUR TREES HEALTHY DURING THE DROUGHT

REMINDER: Water restrictions do not apply to trees during the drought.  The City allows and recommends hand watering of trees including all parkway trees.  Even if you have replaced parkway lawn with drought tolerant plants or decompressed granite, your parkway trees still need to be watered.

Mature trees require a slow monthly watering which reaches a depth of 8-12 inches into the ground. Young trees should be slowly watered once a week with 5 gallons.

Also, artificial turf is NOT recommended as a replacement for parkway grass.  Artificial turf is made from small granules of plastic, recycled tires and toxic chemicals and pollutants that do not break down over time.

Artificial turf has a negative effect on the environment, on human health and on our ecosystems because it:

  • Absorbs and radiates heat,
  • Suffocates soil and the living microorganisms living in it, which are essential for our ecosystems
  • Kills parkway trees unless they are given a deep watering at least once a month.
  • Accelerates our climate crisis by adding toxins to the air and contributing to greenhouse gas emissions
  • Contains toxic chemicals that have unknown effects on health
  • Retains dog waste and odors unless watered

Let your lawns go brown and your shrubs wilt but protect our hard to replace trees.


WATER EFFICIENCY AND LANDSCAPE BEAUTIFICATION WORKSHOP

Please join the Holmby West Green Team and HWPOA members for a talk by Debby Dunn (Figoni) who is an enthusiastic advocate for the environment, with an extreme passion for educating people about the efficient use of water. Her daytime job is the Water Conservation Administrator for the City of Beverly Hills.  In addition, Debby teaches water-wise landscaping workshops for other municipalities and has performed over 2,000 on-site landscape audits. This has helped over 12,000 residents and business owners use less water while continuing to beautify their landscapes. She is a Master Gardner, certified landscape auditor, and has created award-winning landscapes that are attractive to both people and wildlife.  Debby brings her experience and advice to audiences in a fun and easily relatable way.  With practical suggestions, she empowers her attendees to use water judiciously as they create and maintain their own water-wise landscapes.  She will discuss what we can do to lower our water use and water bills while improving our gardens for ourselves and future generations.  Debby’s talk will be followed by a Q&A.  Don’t miss this unique opportunity.

There are several movie premieres coming up in Westwood Village, which will involve various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue:

4.  BALLOT INITIATIVES – MANSION TAX

Thank you to Brentwood Homeowners Association for the following information:

Ballots are in the mail.  Before you mail them back or head to the voting booth on November 8, we wanted to let you know about two local initiatives that would affect homeowners and the taxes they pay.

WHAT YOU NEED TO KNOW ABOUT THE MANSION TAX
Described as the “mansion tax” by its backers, Measure ULA would fund affordable housing and tenant assistance programs in Los Angeles through a tax on real property transfers over $5 million.  All sales or transfers of real property exceeding $5 million would pay a 4% tax on the sale price, increasing to 5.5% on the sale of real property $10 million or more.  This tax would not expire and could only be ended by the voters.

A recent article by the LA Times states Caruso and Bass do not support this measure, noting  “Both appear to think that backing the tax is bad politics when Angelenos are frustrated with how past money has been spent to address homelessness, even as many feel the crisis has worsened.”

Many homes in our area will be affected by this tax. For those whose home is their single biggest asset and the sale a source of funds for retirement, the tax would reduce profits by $200,000 on a $5 million sale (this tax is based on the sale price, not the net proceeds after mortgages and other taxes are paid).

LA TIMES SAYS NO ON PROPOSITION SP
Proposition SP would impose an $.84 per square foot tax on residential and commercial buildings to help fund parks, recreational centers, pools, playgrounds, waterways, beaches, green spaces, open spaces, childcare and other facilities, and increasing park equity in the City of Los Angeles.  In considering whether or not to vote for it, the LA Times shared this opinion:

There is a need for more money to keep the city’s parks from falling into ruin and to develop new recreational facilities. But the language of Proposition SP lacks any detail or funding distribution plan that would ensure the money addresses those needs.

A homeowner from Westwood Hills (on the west side of UCLA) discovered that last week, thieves driving past their home had stolen mail directly from their mailbox.  See below for a video clip from their Nest cameras:

In our Holmby Westwood neighborhood, most homes do not have curb-side mailboxes, so this type of theft is less likely to occur.  However, for homes with easily accessible mailboxes, you may wish to consider purchasing a locking mailbox.

4.  SPEED HUMP APPLICATIONS

Los Angeles Department of Transportation’s Residential Speed Hump Program will begin accepting new initial applications on Thursday, October 6, 2022 at 9:00AM PST.

Applications can only be submitted online.  NOTE: The LADOT website is currently down (Friday afternoon, 9/30).  The links below may not work at the moment but should work once the website is up-and-running again.

A link will be provided on this page on the open application day. Due to high demand, applicants are encouraged to apply promptly once the application period opens. The application period will close when 375 applications (25 in each Council District) have been submitted.

Speed Humps – Apply for a Speed Hump in your neighborhood

Everyone deserves safe streets, but if cars are speeding on your residential street, you can apply for a speed hump to be installed. Before applying, please be aware that completing a speed hump request involves multiple steps of engagement and technical review. You should also know that due to LADOT’s limited budget, we can only construct a limited number of speed humps citywide. LADOT prioritizes requests based on technical feasibility and need.

Her daytime job is the Water Conservation Administrator for the City of Beverly Hills.  In addition, Debby teaches water-wise landscaping workshops for other municipalities and has performed over 2,000 on-site landscape audits. This has helped over 12,000 residents and business owners use less water while continuing to beautify their landscapes. She is a Master Gardner, certified landscape auditor, and has created award-winning landscapes that are attractive to both people and wildlife.  Debby brings her experience and advice to audiences in a fun and easily relatable way.  With practical suggestions, she empowers her attendees to use water judiciously as they create and maintain their own water-wise landscapes.  She will discuss what we can do to lower our water use and water bills while improving our gardens for ourselves and future generations.  Debby’s talk will be followed by a Q&A.  Don’t miss this unique opportunity.

2.  PROPOSED FILMING – WYTON DR.

PROPOSED FILMING – Germany’s Next Top Model is interested in filming at 10350 Wyton Dr. from Nov. 4 – Dec. 17 with additional days for prep and strike.  All filming would be done with a small crew entirely on property with no street closures, and no street parking.  The reality/docu style filming of the models on this show as they go about their daily lives cooking, interviews, phone calls to family back home, and practicing their runway walks.  None of this involves noise at a level that will be heard beyond this property.  The show’s location manager will be available 24/7 during the entire production period.

As this house has been previously rented as an AirB&B for parties, this would ensure two months of quiet activity.

FIlmLA requires that a survey be taken of the homes in close proximity to this location.  Survey takers have and will continue to visit those nearby homes in the next few days.  We encourage your cooperation as filming is important to the economy of our city and this production will be making a donation to your HOA which directly benefits our neighborhood.

3.  UPDATED MASKING GUIDANCE

Starting Friday, September 23, the LA Dept. of Publich Health aligns with updated masking guidance from the state:

  • Indoor masking shifts to personal preference (unless required by the site)
  • Allow correctional facilities & shelters to make masks optional when COVID-19 levels are low & no recent outbreaks
  • No longer need to wear a mask when at the airport or riding public transportation.

5.  “ANKLE-BITER” MOSQUITOS PLAGUE SOUTHERN CALIFORNIA

The Aedes mosquito is an invasive, nasty little bloodsucker commonly known as an “ankle-biter”.  The Aedes mosquito is not like the mosquitos Californians are used to.

Atypical of other mosquitos that usually go for just one bite at dawn or dusk, Aedes mosquitos are aggressive and love to bite people during the day according to Aaron Arugay, Executive Director of Los Angeles County West Vector Control.

These mosquitos breed quicker in smaller containers than others. Their eggs can be found in any container with standing water, even something as tiny as a bottlecap.  Most Aedes activity in a community comes from residential backyards.

To combat the spread of Aedes mosquitos, vector control agencies recommended people get rid of all standing water. Most mosquitos lay eggs on the surface of the water, but Aedes mosquitos lay their eggs on the sides of containers so simply dumping out the water may not eliminate the bugs.

During the drought, many residents have been saving their own recycled water and storing it outside in order to use less water, but Arugay said if these reserves are kept uncovered, they could become another breeding ground for the mosquitos.

It’s recommended that residents do away with plant saucers and keep repellant handy to help control the spread of the Aedes mosquito.

1.  UPDATED COVID-19 BOOSTERS NOW AVAILABLE

Updated COVID-19 boosters are now available in LA County. The updated booster increases immunity against the newer Omicron variants, which account for most current cases, as well as prior strains. 2.  HOLMBY WESTWOOD GREEN TEAM UPDATE

HELP YOUR TREES SURVIVE THE DROUGHT

City water restrictions do not apply to tree watering because threes are mighty warriors in fighting climate change. If they die it takes forever to regrow them.

Water mature trees deeply EVERY 4 WEEKS for 2 or 4 hours using a soaker hose or a very slow flow from the hose itself. (try to move the hose around.)

Water Young Trees (less than 2 years old) once a week with 5 gallons. (two water buckets) If possible, create a ‘doughnut’ of mulch beneath thte tree canopy where the inner edge of the doughnut is 12” from the Tree.

Water in the early morning or evening.

3.  RELAXED PARKING DURING THE JEWISH HOLIDAYS

4.  UCLA MOVE-IN WEEK

Move-in for UCLA on-campus housing has begun!  Students started moving in to the dorms earlier this week and will continue to move in through Saturday, Sept. 17.  Move-in for other housing will continue for several days.

In addition, UCLA is hosting a Westwood Village Block Party on Sunday evening, Sept. 18.  See Activities section below for more details.

Parking at UCLA and in Westwood Village may be affected. The first day of classes is on Thursday, Sept. 22.

5.  CALIFORNIA STATE ASSEMBLY CANDIDATE

This month, I had an opportunity to meet with Rick Chavez Zbur, candidate for California State Assembly.  Due to the recent redistricting, our community is now in the newly drawn Assembly District 51 which stretches from East Hollywood through West Hollywood, Beverly Hills, Westwood, West LA and Santa Monica.  It leaves out Westwood Hills which is in another district with Brentwood and Pacific Palisades.

Rick is supportive of maintaining single family neighborhoods and believes that additional housing should be located on transit corridors (from the corridor to the rear alley, not within a one mile radius).  That was an important issue among the community leaders present.

The election is Nov. 8 and ballots should start arriving in the mail within a few weeks.

Drawing Down the Moon Walk-through: Elliot Hundley

The artist Elliot Hundley leads a walk-through of the exhibition Drawing Down the Moon.  The moon has been bound to life and consciousness since the beginning of humankind. It has served elemental and vital functions such as providing light and measuring time, but it has also influenced the more ethereal and spiritual realms of gods, myths, and magic. This exhibition operates at the crux of a lunar spectrum, between the lure and mystery of the unattainable moon and the eternal quest to conquer the moon in its material form. Drawn primarily from institutional collections in Los Angeles, the survey leads visitors through a panoply of objects dating from antiquity to the present.

L.A. BIO-BLITZ CHALLENGE
September 1-30

Access to biodiversity is closer than you may think. More than 56% of the Los Angeles city population is within half a mile of a park or open space. Take a walk around your neighborhood or local park to find and photograph animals, insects and plants for the #LABioBlitz Challenge.

To help protect and support wildlife in the City of Los Angeles, participants are encouraged to crowdsource photographs of animals, insects, and plants around their homes, neighborhoods, parks, and other areas across the city using the iNaturalist app.

The observations contributed to the challenge will help map the city’s existing native biodiversity, and assist researchers in determining the distribution of wildlife and health of the environment.  Upload at least 10 observations – including three or more indicator species and at least one observation in a data cold spot to complete the #LABioBlitz Challenge and qualify for a prize drawing.   Please visit lapl.com/bioblitz to learn more.

I showed up without an appointment, they fixed my tire in less than 20 minutes, and I only paid $30. They put my spare back in my trunk and also refilled my washer fluid at no charge. Needless to say, I was very pleased.

1.  EXCESSIVE HEAT WARNING

The National Weather Service has issued an excessive heat warning for Southern California that is expected to continue through Labor Day.  Please also note that during an extended heat wave, levels of ground-level ozone, aka smog, are likely to be unusually high.

As such, Mayor Eric Garcetti has announced the opening of nine cooling centers in the City of Los Angeles, including Westwood Recreation Center at 1350 S Sepulveda Blvd, and urged Angelenos to also take advantage of libraries, Recreation and Parks facilities, and senior centers to escape dangerous temperatures in the upcoming days.  The City’s recreation and senior centers and libraries will be open during regular operating hours. 2.  HWPOA BOARD MEETING & CITY COUNCIL CANDIDATE DISCUSSIONS

On Tuesday, September 13 at 7:30 PM, the HWPOA Board of Directors will hold its monthly meeting.  Due to social distancing recommendations, the meeting will be a video-conference held online via Zoom.

With the November run-off election of a new City Councilmember for our district, we have invited each candidate to speak at one of our upcoming meetings.  At this month’s meeting, we will be hosting Katy Young Yaroslavsky for an informal discussion and Q&A.  On October 11, we will be hosting a conversation with Sam Yebri.

4.  STREETLIGHT OUTAGES

A homeowner recently called 311 to report the streetlight outages on their block.  They were advised that the waiting time to restore these lights is now 30-45 days.

The reason for the extended wait time is due to homeless people tying into them for power and shorting them out, or thieves stealing the copper wire. Repair time in the Valley is now 3-4 months — for the same reason.

If you are aware of street light outages, please report them ASAP so that they will be fixed as quickly as possible.  To report outages:

The Westwood Village Improvement Association (WVIA) announced that Executive Director, Andrew Thomas has left to pursue a new opportunity.

The WVIA welcomes new Executive Director, Michael Russell, who comes to the WVIA with a wealth of business improvement district experience. He previously served as the Chief Operating Officer for the Gateway LA BID, Executive Director to the Culver City Arts District BID, and Operations Director and subsequently the Executive Director of Wilshire Center BID. He also served as Chair of the LAPD Community Police Advisory Board and was a Member of the County of Los Angeles Assessor Advisory Council. Michael is native to Los Angeles, holds a Bachelor of Arts in Business Management and earned a Master of Science in Public Administration from the California State University of Los Angeles.

L.A. BIO-BLITZ CHALLENGE
September 1-30

Access to biodiversity is closer than you may think. More than 56% of the Los Angeles city population is within half a mile of a park or open space. Take a walk around your neighborhood or local park to find and photograph animals, insects and plants for the #LABioBlitz Challenge.

To help protect and support wildlife in the City of Los Angeles, participants are encouraged to crowdsource photographs of animals, insects, and plants around their homes, neighborhoods, parks, and other areas across the city using the iNaturalist app.

The observations contributed to the challenge will help map the city’s existing native biodiversity, and assist researchers in determining the distribution of wildlife and health of the environment.  Upload at least 10 observations – including three or more indicator species and at least one observation in a data cold spot to complete the #LABioBlitz Challenge and qualify for a prize drawing.   Please visit lapl.com/bioblitz to learn more.
