1.  SEEKING NEW HWPOA BOARD MEMBERS

Join the Board of Directors of
Holmby Westwood Property Owners Association

The HWPOA Board is seeking Holmby Westwood residents to volunteer to serve as a Director for 1 year. We ask only that you be a financially current member of the Association for the past 2 years and have an interest in maintaining and improving the quality of life we have all come to know and enjoy.  The election of the Board of Directors will take place at our Annual Meeting on May 9.

Serving on our Board of Directors is a great way to meet your neighbors!  It’s a commitment of only 2 hours per month. You will have an extremely worthwhile experience while giving back to our community.  HWPOA is a highly respected association throughout the city and, with your involvement, we hope that will continue indefinitely.  We can only keep our property values high with resident participation.

We usually meet on the second Tuesday of each month at 7:30 PM. Our meetings have been on Zoom in recent years (due to COVID) but we may transition back to in-person meetings, which will be held at Belmont Village (on Wilshire at Warner Ave.)

We encourage all Board members to join one of our committees, which include: Security, Green Team, Westwood Village, Traffic, Holmby Park, Architectural Supervising Committee, 4th of July event, Filming (in the neighborhood), Membership, LAPD liaison and more.

Please contact Dana Glenn, our Office Manager, and let her know that you want to join our Board. Send an email to hwpoa@aol.com or call (310) 470-1785 to contact Dana. The deadline for submissions is April 10. We look forward to hearing from you!!

3.  MAIL DELIVERY & MAIL BOX ISSUES

Thank you to Brentwood Homeowners Association for the following information.  Although the article discusses issues in Brentwood, HWPOA utilizes the same area post office so the concerns are relevant to our neighborhood.

We asked Congressman Brad Sherman to look into why our members can go days without receiving their mail.  After contacting the Postmaster for our area, Congressman Sherman’s representative reported the following:

“USPS has been having severe staffing issues since the beginning of the pandemic. It has been very hard for the post office to maintain a full staff. Though they are hiring on a daily basis, staff often does not remain with the post office longer than a few days-especially as of late. Due to the low number of workers, customers are going to experience that 3-5 day window where they will not receive mail, except for packages.”

While this is not a solution to the problem, it is an explanation.  If you have not received mail for more than two days,  you can also fill out a service request,  which goes straight to the supervisor’s email and is replied to within 72 hours.

Due to theft and vandalism over the years, Barrington post office has been forced to lock or remove the outdoor mailboxes. If you wish to mail letters or packages at the post office, you must use the depository just inside the glass doors in the PO box area.

6.  ADOPT OR FOSTER A PET – VOLUNTEERS NEEDED

LA Animal Services Centers Full – LA Animal Services is urging adoptions of pets as the number of dogs coming into the centers is outpacing their ability to find them homes. With more than 1,300 dogs in the shelters, they are URGENTLY asking the community to adopt a pet. If you can’t adopt, please consider fostering. Give a dog or cat a ‘staycation’ for a weekend, a week, or a month to give pets a break from kennel life.

5.  HOLMBY PARK REMINDERS

There have been many requests for permits to celebrate birthdays and special occasions at Holmby Park. Please remember that the park houses a “Pitch and Putt” mini golf course. There are reports that guests are spilling on to the golf course which then prohibits golfers from playing. Please keep your guests in the designated areas.

Also, the park staff understands that children like to color the sidewalks with chalk. This is very difficult to remove and takes hours of staff time. Please refrain from bringing chalk to the park.

One last important reminder: All dogs must be ON LEASH at the park for everyone’s safety!

Thank you!

6.  MEETINGS WITH COUNCILWOMAN YAROSLAVSKY

The Westside Regional Alliance of Councils, a coalition of 14 neighborhood and community councils, met with Councilmember Katy Yaroslavsky and her staff last week to discuss the major issues on the westside as well as throughout the city.  Subjects included development, homelessness, Holmby Park, Westwood Village, and transportation.  Katy is very open to suggestions, inclusiveness, transparency, and consensus.

The following week, Ellen Turner, HWPOA Board member, represented HWPOA at a meeting with CM Yaroslavsky and 17 homeowner organizations on the westside.  Each association had 3 minutes to tell Katy a little bit about their association and discuss their most pressing issues.  Her staff was introduced to the community leaders.  They are smart, competent, and ready to respond.  We are very lucky to have Katy’s leadership!

7.  L.A. ZOO – PAID SUMMER INTERNSHIP

The L.A. Zoo is hosting 10-week paid internships for college students in the zoo and conservation fields. Interns will work directly with industry professionals on real world projects, then summarize their practical knowledge and present on their experience at the conclusion of their internship.  Learn more here.

  • Double check the expiration dates on your emergency kits and replace missing/expired items.

4.  CURBSIDE ORGANICS RECYCLYING – PROGRAM UPDATE

The LA Sanitation new composting program encourages residents in single-family homes (or apartments with 4 units or less) to start putting food scraps and food-soiled paper in their green bins with the current yard clippings.

Why can’t I put compostable plastics in the green bin?
Although marketed as “compostable” or “biodegradable”, these items do not actually break down in the amount of time the commercial facilities compost the material. Although these bags are “certified” under various certifications such as ASTMD6400 or BPI, the testing conditions for this certification do not actually match what many real commercial composting facilities operate at. This means the products don’t fully decompose with the other organics in the compost. This causes issues in the quality of compost when it is sold to agricultural producers. As such, we are advising residents to NOT place “compostable” utensils, bags, or service ware in the green bin with their organics. Although these items have good intentions they should be placed in the trash at this time as they will also cause issues with the recycling of conventional plastics in the blue bin.

Tips/Reminders:

  • If you do order a kitchen pail, do not line it with a bag (even a biodegradable bag); instead, use a paper towel that can then be tossed along with the food scraps into your green bins.
  • Sprinkle baking soda inside the pail to prevent odors.
  • You can wash your kitchen pail in the dishwasher
  • Wrap smellier items and store in your refrigerator or freezer until pickup day.

5.  NATIONAL 311 DAY

On March 11th, the City of Los Angeles will be celebrating National 311 Day, in an effort to promote the knowledge and usage of the city’s 311 and MyLA311 service requests.

MyLA311 offers residents the ability to make requests on a variety of services including:

  • Bulky item pickup
  • Graffiti removal
  • Pothole repairs
  • Tree emergencies
  • Animal related services
  • and more

Here are the various ways by which you can access and utilize the system:

6.  SCENIC AMERICA – OPPOSITION TO DIGITAL BILLBOARDS

Scenic America, the national nonprofit organization dedicated to preserving the visual character of America’s communities and countryside, and their local chapter, Scenic Los Angeles, is opposing a proposal by the Metropolitan Transportation Authority (Metro) to install nearly 100 new digital billboards throughout the city, including a dozen around the Eastside.

Scenic America believes that the flashing and changing images on the billboards will pose a danger to drivers, while also causing light pollution in the surrounding areas.  We urge the L.A. City Council to consider the potential negative impacts of these billboards on our community.

The proposed digital signs are still subject to review and approval by the L.A. City Council, and Scenic America is urging concerned citizens to voice their opposition to the plan. The organization has been advocating for the regulation of outdoor advertising for over four decades, arguing that unregulated billboards and other forms of outdoor advertising are harmful to the environment, create clutter, and reduce property values.

For more information about Scenic America and their efforts to preserve the visual character of America’s communities and countryside, please visit their website at www.scenic.org.

7.  HYUNDAI & KIA CARS – ANTI-THEFT SOFTWARE

From Westside Today:

Kia and Hyundai vehicles have become a major target for car theft in Los Angeles, with a 7 percent increase in thefts since 2021.

Hyundai and Kia have launched a service campaign to prevent the theft of millions of their vehicles that have become targets of a TikTok social media challenge.

The companies have recently developed theft deterrent software for these vehicles, which lack an immobilizer, and will provide it free of charge to vehicle owners. The software updates the theft alarm software logic to extend the length of the alarm sound from 30 seconds to one minute and requires the key to be in the ignition switch to turn the vehicle on.

8.  ACTIVITIES & THINGS TO DO

SECOND SATURDAY CONCERT SERIES
Saturday, March 11 at 3:30 PM
at Westwood Library

ZARĘBSKI PIANO DUO – Coming to us from Poland, pianists Piotr Różański and Grzegorz Mania will delight us with a piano four-hands program titled From the Salons of Vienna, Berlin and Warsaw, with sprightly dances and lush waltzes from composers Paderewski, Moszkowski, Friedman, Żeleński, Godowski and Zarębski.

This new concert series is in addition to our signature Sunday concerts at the library.  Unlike the Sunday concerts, which take over the entire library while it’s closed, the Second Saturday concerts will be much more informal — they will take place upstairs in the alcove by the balcony while the library is open for regular business. Starting at 3:30 p.m., concerts will last approximately an hour.  This is a great opportunity to introduce your kids to live classical music and musicians in the casual, safe, familiar setting of our local library.

WESTWOOD LIBRARY BIG READ
FREE BOOK – INTERIOR CHINATOWN

Sign up at the Information Desk for the Big Read Book Discussion and receive a free copy of the novel Interior Chinatown by Charles Yu (while supplies last).

The discussion will take place in the library (not on Zoom) on Saturday, April 22nd, at 2:00 p.m. Mr. Yu’s novel is a humorous take on type-casting in television and in life.

3.  LADWP POWER OUTAGES

A message from City Councilwoman Katy Yaroslavsky:

As a result of Friday’s winter storm, an overwhelming number of neighborhoods across Los Angeles experienced power outages, including many in Council District 5 (Hancock Park, Bel Air, and others).

Earlier, I spoke to the General Manager of the Los Angeles Department of Water and Power to express frustration at the amount of time it has taken to restore power. I was told that all available LADWP personnel were deployed throughout the City. However, LADWP has experienced Level 3 damage to the electrical grid, which is on par with the level of damage DWP expects from a magnitude 6 earthquake or higher.

I know for many of you last weekend was overwhelming and incredibly frustrating. As ratepayers, you deserve a reliable and resilient power grid. To that end, I will be calling on LADWP to present their plan for improving resiliency and reducing the frequency of outages at the Energy and Environment Committee, which I chair. It is my goal to ensure that the City is doing everything we can to ensure reliable service and to prevent future situations like the one we just experienced.

In the meantime, please continue to contact 311 to report any clogged storm drains, downed trees, or mudslides in your neighborhood. Many storm-related costs, including spoiled food, are reimbursable through your homeowners or renters insurance providers.

Please do not hesitate to reach out to my office if we can be of further assistance. Our phone number is (213) 473-7005 and our general email is Councilmember.Yaroslavsky@lacity.org.

All my best,
Katy

4.  COVID STATE OF EMERGENCY ENDS IN CALIFORNIA

Earlier this week, Governor Gavin Newsom issued a proclamation terminating the state’s COVID-19 State of Emergency, as previously announced in October.

The state’s SMARTER Plan will maintain California’s operational preparedness to address the next phase of the COVID-19 pandemic and will continue to guide the state’s work to support communities across the state. Additionally, COVID-19 vaccines, testing, and treatment continue to be available at sites within local communities across the state.

What SMARTER stands for:

  • Shots – Vaccines are the most powerful weapon against hospitalization and serious illness.
  • Masks – Properly worn masks with good filtration help slow the spread of COVID-19 or other respiratory viruses.
  • Awareness – We will continue to stay aware of how COVID-19 is spreading, evolving variants, communicate clearly how people should protect themselves, and coordinate our state and local government response.
  • Readiness – COVID-19 is not going away and we need to be ready with the tools, resources and supplies we will need to quickly respond and keep public health and the healthcare system well prepared.
  • Testing – Getting the right type of tests—PCR or antigen—to where they are needed most. Testing will help California minimize the spread of COVID-19.
  • Education – California will continue to work to keep schools open and children safely in classrooms for in-person instruction.
  • Rx – Evolving and improving treatments will become increasingly available and critical as a tool to save lives.

MAESTRO JAMES CONLON ON DEBUSSY

The program will be followed by a reception with Maestro Conlon.

ART EXHIBIT – “Ginger Q: AS W/IN SO W/OUT”
Now through March 18
at D2 Art in Westwood

AS W/IN SO W/OUT is an exploration of tension. This exhibition will challenge viewers to examine the push and pull created from delicate and durable materiality.  At the core of the collection is the theme of strain and equilibrium between the exterior and the interior, between distance and intimacy.  Through her sculptural interpretations, Ginger Q’s exhibition displays the suspension between differing forces and the intrinsic balance among them.

1.  HIGH GAS BILL RESOURCES

Gas bills across California have been abnormally high over the past several months, with some customers reporting a 2x or 3x increase over their normal bill. This can be especially difficult for low income and fixed income residents. Here are a list of resources to help provide some relief:

WAYS TO SAVE
You may be able to find ways in your own home to reduce your overall consumption of natural gas. Here is a tool to help analyze your household energy use and discover customized energy-efficiency recommendations:

BILL TRACKER ALERTS
Set up custom alerts so that you can be notified if your gas usage is abnormally high.

GAS ASSISTANCE FUND
SoCalGas has set up a fund for income-qualified customers struggling with their gas bill. Eligible applicants can receive up to $100 per household.

LEVEL PAY PLAN
It can be hard to budget for your natural gas bill when your use changes depending on the season. SoCalGas will let you pay a flat rate every month so you can better plan for increased use in the winter.

SoCalGas also encourages individuals who are experiencing hardship to explore the many bill payment or assistance programs options it offers at www.socalgas.com/save-money-and-energy/assistance-programs or to call 1-800-427-2200

For the Alpine portion of work, the eastbound direction of Sunset between Alpine and Foothill will be closed. The westbound direction of Sunset will be reduced to one lane for east and westbound traffic.

BURGLARY – ATTEMPTED
Incident #: 230805577
10200 BLOCK CHARING CROSS RD  |  2/5/2023 @ 8:49 AM

POSSIBLE SCAM NEAR HOLMBY PARK
A homeowner reported that she was walking her dog near Holmby Park when a car pulled up to her.  A young man was driving and an elderly woman was in the passenger seat.  The elderly woman asked for directions and encouraged the homeowner to approach the car to give her something.  The homeowner kept her distance.  However, she later spoke to a friend who conveyed a similar story, but in that instance, the friend approached the car and when the passenger handed her something, she removed the woman’s wedding ring and drove off.  If anyone asks for directions or approaches you, please keep your distance to avoid possible theft.

LADWP PHONE SCAM
Watch out! Do you get calls demanding that you immediately pay your LADWP bill over the phone or your water and power will be shut off?  We have seen an increase in reports of individuals calling our customers and falsely claiming their services will be disconnected unless payment is made immediately. Don’t fall for the trick and become a victim.  LADWP does not call customers threatening to turn off water and power service over the phone. If you receive a call like this, hang up. Call LADWP directly at 1-800-DIAL-DWP (800-342-5397) to ask about your account.

LAPD PHONE SCAM
Another scam is where a caller poses as an LAPD officer and states to the victim that due to bank fraud, and to prevent their account from being jeopardized, the victim must move the money in his bank account to a Bitcoin account.  As a reminder, NO LAPD officer will EVER ask for money to be given over the phone.  If you see suspicious activity or know of someone who has been scammed, please notify the police.

4.  L.A. CONSERVANCY TOUR OF HOLMBY WESTWOOD

Due to the overwhelming interest in The LA Conservancy’s tour of Holmby Westwood this past November, we are very happy to announce a second tour of our community.  It is planned to take place on April 23rd and April 30th from 9:00 am – noon.

If you were unable to join the tour groups in November, this is your opportunity to learn about your neighborhood, when and how it was developed in the 1920’s, and see some of the architectural masterpieces lining our streets.

Sign-ups with The LA Conservancy will begin in a few weeks.  We will keep you informed as plans progress!

5.  UPDATE ON U.S. OPEN CHAMPIONSHIP

I recently met with the Championship Director of the 2023 U.S. Open and the GM/COO of The Los Angeles Country Club to get an update of the planning for the event to be held on June 12th through June 18th.  Anticipated attendance is 22,000.

You might have noticed the very tall wooden poles at the Club View bend across from Holmby Park with large netting attached:  Those are temporary and will be removed at the end of the tournament.  Shuttles will be dropping off guests in the Holmby Park area who will walk to the LACC.  There will be a Joint Operation Command Center, food trucks, and trucks serving the tournament players.

A temporary bridge over Wilshire Blvd. near the club entrance will be installed in May and is likely to require a one night closure of Wilshire in the area.  Parking for the tournament will be in many nearby parking areas.  Those being considered and/or planned include UCLA, Century City, and Beverly Hills.

I have requested a map from the Championship Director of the general areas for bus drop-off and pick-up, resident access, golf parking, media, and hotel shuttle drop-off.

New Exhibition: Karon Davis
Opens Saturday, February 11
at the Hammer Museum

Part of the Hammer Contemporary Collection, Karon Davis’s installation is made up of three figures rendered in the artist’s familiar lexicon of plaster and wire. The works remark on the long and continuing legacies of violence in American schools.  As with much of Davis’s work, the figures take on an aura of haunting unfinish, the broken quality of their materials relating to an interior brokenness, exposing the frayed and crumbling structures of a delicate democracy.

1.  LAPD CRIME REPORT – MYSTERIOUS FOOD DELIVERIES

THEFT – PETTY (plain theft-petty) ($950 & under)
Incident #: 230805173
600 BLOCK HILGARD AV  |  1/28/2023 @ 10:00 AM

MYSTERIOUS FAST-FOOD DELIVERIES
Numerous residents of Westwood Hills (the neighborhood on the west side of UCLA) have reported an unusual situation.  Over the last week, many residents have received food deliveries that they did not order.  Food has arrived from Uber Eats, McDonalds and a variety of other locations.  Different restaurants and different delivery people.

According to LAPD detectives, one of the fast-food delivery people that was caught on video is known to LAPD as burglary suspect in connection with crimes in other neighborhoods.

Senior Lead Officer James Allen strongly advised that you do not leave any such unordered fast food outside your door. Also, if you know one of your neighbors is out of town, do them a favor and throw out any fast-food deliveries left at their door. Officer Allen feels there’s a very good possibility that criminals are using this way to judge whether a house is vacant or if the owner is away – they deliver the food, and then check back later or the next day to see if it’s still there.

He also cautioned against eating any such food, in case it has been tainted.

If you receive an unordered food delivery, you should call 877-275-LAPD (877-275-5273). This way, police can come to you to file a report. You can then give all the pictures and footage from the deliveries.

Second Saturday Concert Series:
Our new free informal monthly concert series at Westwood Library called “SECOND SATURDAYS” debuts a week from this Saturday, on February 11. This new series is in addition to our signature Sunday concerts at the library.

Catalytic Converter Etching – The Greater Los Angeles Area has been experiencing thefts of catalytic converters, machinery underneath the car made of precious metals, that requires your car to run properly. It can cost up to $2,000 to replace your catalytic converter if stolen, and it is illegal to drive without one.

If you would like to attend the Safety Fair and have your catalytic converted etched with identification information, you must register for an appointment.  Appointments fill up quickly.  Email Senior Lead Officer Jimmy Lavenson, at 30627@lapd.online for an appointment.

4.  FREE METRO RIDES ON TRANSIT EQUITY DAY

Metro is offering free rides on our bus, rail and bike system on Saturday, February 4, to honor Transit Equity Day and the birthday of civil rights icon Rosa Parks, who in 1955 famously refused to give up her seat on a bus in Alabama because she was Black.

Parks’ action and courage led to the U.S. Supreme Court ruling that segregation on transit was unconstitutional — an important milestone in dismantling the Jim Crow laws that persisted in the U.S. for a century after the end of the Civil War.

If you’re an Metro existing rider, enjoy the free rides! Turnstiles will be unlocked at rail stations on Feb. 4 and there’s no need to TAP at fare validators or fare boxes.

If you’re a new rider to Metro, welcome aboard! We suggest using the Transit app to help plan your transit trip. Our system can connect you to a ton of destinations worthy of a Saturday visit — including Exposition Park, downtown Los Angeles, Hollywood, the beach in Santa Monica, Old Pasadena and downtown Long Beach, to name a few.

3.  CURBSIDE ORGANICS RECYCLING – NOW REQUIRED

OrganicsLA is a curbside organics recycling program from the City of Los Angeles, mandated by Senate Bill 1383, a statewide mandate aimed at keeping organic waste out of landfills and reducing greenhouse gas emissions.

Effective immediately, residents serviced by LASAN are required to place food scraps and food-soiled paper, along with yard waste, in their green bin. The City of Los Angeles will pick up the green bin weekly and the collection day will remain the same.

Residents serviced by the City’s recycLA program should work through their property management company to request organics service, if it is not already provided. To establish organics service, the property management company should contact our 24-hour Customer Care Center at 1-800-773-2489 and request a waste assessment, from their recycLA service provider.
